Authorize an increase in the construction services contract with Austin Filter Systems, Inc. for additional work associated with Erosion Control Improvements Package B at five locations (list attached to Agenda Information Sheet) - Not to exceed $383,128.87, from $6,645,996.30 to $7,029,125.17 - Financing: Flood Protection and Storm Drainage Facilities Fund (2012 General Obligation Bond Funds)

Body

BACKGROUND

The 2012 Bond Program included funding for the design and construction of erosion control improvement projects throughout the city including the installation of gabion walls, retaining walls, gabion mattresses, and slope and channel improvements to protect structures and minimize creek bank erosion.

On June 28, 2017, City Council authorized a construction contract with Austin Filter Systems, Inc., for the construction of Erosion Control Improvement Package B at various locations.

On February 5, 2019, Administrative Action No. 19-0131 authorized Change Order No. 1 to the construction services contract with Austin Filter Systems, Inc. with a net decrease of $47,651.55. The net decrease was due to several bid items that were underrun on completed sites.

On March 25, 2020, City Council authorized Change Order No. 2 for increased scope and modifications at the following sites: 6121, 6123, 6125, 6127, 6139 & 6141 Summer Creek Circle, 7832 & 7920 Royal Lane, 9233 Church Road, 8668 & 8656 Langdale Circle, 8109 Skillman Street, Harry Moss Park, and Anderson Bonner Park.

This action will authorize Change Order No. 3 to the construction services contract with Austin Filter Systems, Inc. for additional work and modifications at the following sites: 7832 & 7920 Royal Lane, 8668 & 8656 Langdale Circle, 8109 Skillman Street, 5910 Cedar Springs Road, and 2488 Wild Oak Drive. The change order will address the need for additional construction item quantities including gabion baskets, fill material, clearing and grubbing, tree removal, rock rip-rap, concrete and other items related to site restoration. In addition, the contract days will be increased to account for delays outside of the contractor’s control including changes in field conditions, additional design work, and easement acquisition. All work under this contract has been completed and this change order will allow the contract to be closed.
