Authorize a construction services contract for the installation of water and wastewater main improvements at five locations (list attached to the Agenda Information Sheet) - John Burns Construction Company of Texas, Inc., lowest responsible bidder of two - Not to exceed $11,486,301.00 - Financing: Wastewater Capital Improvement F Fund ($11,236,301.00) and Water Construction Fund ($250,000.00)

BACKGROUND
In accordance with the City’s Business Inclusion and Development Policy adopted on September 23, 2020The City of Dallas currently owns property adjacent to the Kay Bailey Hutchison Convention Center (Convention Center) known as Parking Lot “E”. The Convention Center is planned to undergo an expansion and anticipates additional development within Parking Lot E. Dallas Water Utilities has an existing 51-inch diameter wastewater interceptor built in 1914 that crosses through Parking Lot E which will significantly hinder future development of the area. After evaluating options for the 51-inch diameter interceptor, it was determined that the portion crossing Lot E could be abandoned after the upstream potion is rerouted and connected to the existing 90-inch horseshoe interceptor southwest of the existing 51-inch interceptor. The interceptor will be rerouted along Reunion Boulevard and down Sports Street to connect into the existing 90-inch horseshoe interceptor.
In addition to the rerouting of the 51-inch diameter interceptor, it is necessary to construct a new 12-inch wastewater main to serve the Convention Center along Hotel Street and replace a 48-inch and 54-inch diameter wastewater interceptor along the southern edge of Lot E. These improvements will allow for future development in Lot E, eliminate the need for the existing 51-inch wastewater interceptor that crosses underneath IH-30, and relocate an existing 48-inch and 54-inch diameter wastewater interceptor from Texas Department of Transportation’s right-of-way to allow for the expansion of Interstate Highway (IH)-30 from IH-35 to IH-45. The proposed improvements also include the replacement of an existing water line in Reunion Boulevard between Sports Street and Hotel Street.
This action will authorize a construction services contract with John Burns Construction Company of Texas, Inc. for the installation of approximately 1,690 feet of 48-inch wastewater, 131 feet of 20-inch wastewater, 810 feet of 12-inch wastewater, and 220 feet of 12-inch water mains. Installation of the wastewater and water mains will replace existing mains at the end of their useful life and allow for future development in the area and the expansion of IH-30.
