Title
Authorize the City Manager or her designee to exercise the second of two one-year renewal options for the service contract with Senior Citizens of Greater Dallas, Inc. d/b/a the Senior Source, as a sole source, to provide nursing home ombudsman services, which includes: receiving, investigating and resolving complaints and assisting in obtaining goods or services for seniors residing in nursing homes and assisted living facilities within the city of Dallas with a term beginning on December 1, 2024 through November 30, 2025 - Not to exceed $150,868.00, from $301,736.00 to $452,604.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
Senior Citizens of Greater Dallas, Inc. d/b/a The Senior Source (“The Senior Source”), which is federally mandated by the Older Americans Act, Title VII, Chapter 2, the Long-Term Care Ombudsman Program, has served older adults in the Dallas area for fifty-nine years. The mission of The Senior Source is to enhance the overall quality of life and empower all older adults in greater Dallas to thrive.
The City of Dallas has a longstanding partnership with The Senior Source to serve older adults in our community, including support for a key initiative, the Senior Services Ombudsman Program. City funds have long supported this project to promote safety in Dallas assisted living and nursing home facilities, bolstering local capacity of staff and volunteers to make proactive and responsive visits to these facilities, and to conduct outreach and engagement with older adults residing in these facilities, and their families. The goal of the program is to assist residents and to protect their health, safety, welfare and rights. This is accomplished through advocacy efforts of volunteer and paid certified ombudsmen who respond to long-term care residents’ requests for assistance with complaints and concerns. Nursing home and assisted living monitoring by certified ombudsmen include observation, research, and investigation of concerns. The Ombudsman Program is also a resource for residents and families searching for a long-term care facility. The program provides training to nursing home and assisted living staff, as well as resident and family councils, on residents’ rights, the role of the ombudsman, abuse and neglect, and reducing restraint use.
For FY 2023-24, the staff ombudsmen served the residents in 31 nursing homes and three assisted living facilities located within the city of Dallas. The number of unduplicated seniors served was1,652.
The Staff Ombudsmen is currently serving residents in 31 nursing homes and three assisted living facilities located within the City of Dallas. A list of the targeted nursing homes and assisted living facilities in Dallas are attached to this item and is identified as Attachment A.
The Senior Source’s Performance Measures and Goals for the FY 2023-24 Program year are listed in Attachment B.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 9, 2022, the City Council authorized a one-year service contract, with two one-year renewal options, with Senior Citizens of Greater Dallas, Inc. d/b/a the Senior Source (“The Senior Source”) to administer the Senior Services Ombudsman Program by providing nursing home ombudsman services, which includes: receiving, investigating and resolving complaints and assisting in obtaining goods or services for seniors residing in nursing homes and assisted living facilities within the city of Dallas for an amount not to exceed $150,868.00, for the period from November 9, 2022 through November 8, 2023 by Resolution No. 22-1678.
On November 7, 2023, the first amendment to exercise the first of two one-year renewal options to the service contract with The Senior Source for an amount not to exceed $100,000.00, for the period from November 9, 2023 through November 8, 2024 was authorized by Administrative Action No. 23-6549.
On September 25, 2024, the City Council authorized an amendment to the service contract with The Senior Source for an amount not to exceed $50,868.00 for the period from November 8, 2024 through November 30, 2024 by Resolution No. 24-1398.
The Quality of Life, Arts, and Culture Committee will be briefed by memorandum regarding this matter on November 12, 2024.
