Title
Authorize a four-year service price agreement for armed and unarmed security guards and associated security services for citywide use - Universal Protection Service LP dba Allied Universal Security Services, most advantageous proposer of thirty-two - Estimated amount of $58,102,492.88 - Financing: General Fund ($13,214,310.40), Dallas Water Utilities Fund ($21,787,085.28), Stormwater Drainage Management Fund ($1,151,088.16), and Aviation Fund ($21,950,009.04) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for armed and unarmed security guards and associated security services. This agreement will allow the security guards to perform the following duties on behalf of the City:
• Monitor and respond to building security and fire system equipment
• Patrol by vehicle and/or on foot in accordance with established routes and schedules
• Observe visitors for compliance with facility rules and regulations
• Intercept persons attempting to gain unauthorized access
• Respond to conditions or circumstances that pose a potential hazard or danger to personnel or property
• Provide comprehensive inspections and ensure all assigned facilities and/or equipment are secure
• Provide surveillance and security at airport facilities
• Verify personnel and vehicle identification at restricted area access points
A seven-member committee from the following departments reviewed and evaluated the qualifications:
• Dallas Water Utilities Department (1)
• Department of Aviation (1)
• Library (1)
• Marshal's Office (1)
• Office of Arts and Culture (1)
• Office of Procurement Services (2)*
*The Office of Procurement Services evaluated cost, local preference, and the Business Inclusion and Development Plan, if applicable.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Cost 30 points
• Experience and qualifications 30 points
• Work plan and transition plan 20 points
• Business and Inclusion Development Plan 15 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.

On December 9, 2020, the City Council authorized a four-year service price agreement for armed and unarmed security guards and associated security services to patrol and protect City facilities and events with Universal Protection Service LP dba Allied Universal Security Services by Resolution No. 20-1910.
