Authorize an amendment to Resolution No. 22-0984, previously authorized on June 22, 2022 authorizing (1) the rescission of the Community Development Block Grant (CDBG) Contract - Public Facility Improvements Project contract awarded to Legal Aid of Northwest Texas (“LANWT”) to refurbish and update their existing office space, located at 1515 Main Street, Dallas, TX, 75201; and (2) authorize the City Manager to the City to reprogram the funds for other eligible CDBG uses - Financing: No cost consideration to the City

BACKGROUND
On June 22, 2022, City Council authorized a Community Development Block Grant (CDBG), to complete public facility improvements to the Legal Aid of Northwest Texas (LANWT) existing office space, located at 1515 Main Street, Dallas, Texas 75201 (the Dallas Main Street Improvement Project) in an amount not to exceed $211,396.00.
LANWT has successfully served the low-income, at-risk populations of Dallas since 1956 with civil legal aid covering a wide diversity of civil legal problems faced by low-income residents of the City of Dallas. This site has served as LANWT’s primary place of business in Dallas since 1991 when it was initially acquired. The facility has not been refurbished since its initial acquisition. This facility is centrally located in downtown Dallas to allow attorneys fast access to local courts, while remaining accessible from all major public transit systems so that LANWT clients can access our services in person if they do not have personal transportation.
The executed contract has not been returned to the City.
On August 11, 2022, staff informed LANWT that the Texas Historical Commission had designated the subject facility as a historical building. Consequently, the Texas Historical Commission requested additional information to complete the required federal Environmental Review (ER) for CDBG-funded activities.
To-date, LANWT has not returned the City’s contract, and the required ER remains incomplete.
It is now desirable to rescind the CDBG - Public Facility Improvements Project contract with Legal Aid of Northwest Texas (“LANWT”).

On January 22, 2022, the City Council authorized a Community Development Block Grant (CDBG), to refurbish and update their existing office space, located at 1515 Main St., Dallas, TX, 75201, by Resolution No. 22-0984.
The City Council was briefed by memorandum regarding this matter on December 6, 2024.
