BACKGROUND

 

The Beckley Saner Recreation Center located at 114 West Hobson Avenue, Dallas, Texas, is being upgraded to include a new rooftop solar photovoltaic (PV) system.

 

This project is being implemented in support of the Comprehensive Environmental & Climate Action Plan that was adopted by the City in May 2020 to reduce City of Dallas greenhouse gas emissions. 

 

The proposed 232.6 kW-DC solar PV system is expected to reduce the facility’s annual energy usage by approximately 72%, compared to 2024 energy usage, and reduce the annual energy cost by approximately $23,000.00.

 

The work consists of furnishing all labor, materials, equipment, and supervision required to install a fully operational solar PV system, including panels, inverters, wiring, racking, and system integration with the existing electrical infrastructure.

 

This contract will also include testing, commissioning, and coordination with the Department of Facilities and Real Estate Management and Oncor to ensure compliance with all applicable codes and interconnection standards.

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.

PROCUREMENT INFORMATION

 

A Request for Competitive Sealed Proposals for this project was advertised on May 21, 2025 and May 28, 2025 and closed on July 25, 2025. Proposals were evaluated based on price, qualifications, experience, project approach, and schedule adherence, in accordance with Chapter 252 of the Texas Local Government Code.

 

Proposals were received from five respondents, and a four-person selection committee comprising of staff from Facilities Real Estate Management, Office of Environmental Quality and Transportation and Public Works departments. The evaluation committee selected the following firm:
