BACKGROUND

 

On September 10, 2020, the Regional Transportation Council awarded $3,836,092.00 to the City of Dallas for the construction of a shared use path and intersection improvements along Ross Avenue from Greenville Avenue to Interstate Highway (IH) 345 (“Project”) through their Transportation Alternatives Set-Aside Program. This program requires local funding for engineering design and environmental review.

 

On September 22, 2021, the City Council authorized a professional engineering services contract with Criado & Associates, LLC, formerly known as Criado & Associates, Inc., to design the shared use path and intersection improvements for this Project.

 

On November 24, 2023, Administrative Action No. 23-6625 authorized Supplemental Agreement No. 1 to the engineering services contract with Criado & Associates, LLC, formerly known as Criado & Associates, Inc. in the amount of $66,140.00 to add additional scope required to fulfill the federal plans, specifications, and estimates (PS&E) and design requirements associated with the Project and to extend the contract term from December 31, 2023, to December 31, 2024. 

 

 

On December 10, 2024, Administrative Action No. 24-6588 authorized Supplemental Agreement No. 2 to the engineering services contract with Criado & Associates, LLC, formerly known as Criado & Associates, Inc. to extend the contract term by three months, from December 31, 2024, to March 31, 2025.

 

It is now necessary to provide design services for Phase II of the Project covering paving, drainage, water, and wastewater to accommodate the shared use path and intersection improvements.

 

This action will authorize Supplemental Agreement No. 3 to the professional services contract with Criado & Associates, LLC, formerly known as Criado & Associates, Inc., to extend the contract term by two years, for the period March 31, 2025, through March 31, 2027, and to provide additional design services for Phase II, in an amount not to exceed $1,464,419.92, increasing the contract amount from $806,344.44 to $2,270,764.36.

 

Dallas County is in the process of preparing a Project Specific Agreement for their contribution of funding to the Project, which will be placed on a future City Council Agenda for consideration. As the first step, Dallas County provided the City of Dallas with a Letter of Commitment agreeing to reimburse the City for project engineering costs based on the amount of budgetary appropriations for this Project. The City is willing to fund the engineering cost upfront and will reimburse the appropriate accounts once funding is received from Dallas County.
