Authorize a construction services contract for the construction of the North Lancaster Avenue Street Reconstruction Project with Vescorp Construction, LLC, dba Chavez Concrete Cutting, lowest responsible bidder of five - Not to exceed $956,744.50 - Financing: 2024B Certificates of Obligation Fund ($502,622.50), Wastewater Capital Improvement F Fund ($2,500.00), Water Construction Fund ($448,272.00), and Wastewater Construction Fund ($3,350.00)

BACKGROUND
This action will authorize a construction services contract with Vescorp Construction, LLC, dba Chavez Concrete Cutting, for the construction of the North Lancaster Avenue Street Reconstruction Project, PB17V238.
The scope of this project includes the street reconstruction of North Lancaster Avenue from East Colorado Boulevard to Addison Street, for approximately 410 linear feet of 22 to 30-feet wide, 8-inch thick, 4000 pounds per square inch reinforced concrete pavement with curbs and gutters, sidewalk, driveway approaches, paving marking, possible replacement of the storm drainage system, replace approximately 450 linear feet of 24-inch transmission water line, and other miscellaneous items necessary to complete the project.
Vescorp Construction, LLC, dba Chavez Concrete Cutting, is a Dallas County-based corporation, operating within the city limits of Dallas, Texas.

If this project is not awarded for construction at this time, the roadway will continue to deteriorate causing additional pavement cracking, potholes to form, and cause water ponding on the roadway. This will create additional maintenance costs for the city. Field conditions may also change, which will require modifications to the engineering design plans, requiring additional funding and time to address.
