BACKGROUND

 

The HUD Economic Development Initiative Community Project Funding (CPF) grants provide investment in a wide variety of projects. CPF grants are selected through a congressionally directed application process with projects identified by members of Congress for inclusion in HUD’s annual appropriation.

 

This project is primarily a planning and economic development project at Hensley Field, with some funds going towards seed money for mitigation. The City will use the requested funding to assess impacts from contaminants and define and implement mitigation actions to enable proposed shoreline modifications included in the City-commissioned and City-funded Hensley Field Reuse and Redevelopment Master Plan. The additional funding will be used for environmental assessment, development of a response action plan, and seed money for mitigation that pertains to shoreline improvements only and is separate from and not part of the U.S. Navy’s ongoing remediation at Hensley Field. This commitment does not cover impacts of sediment disturbances in adjacent Mountain Creek Lake and Cottonwood Bay that may occur as a result of future shoreline modifications needed to enable redevelopment and reuse of this site to its full potential.

 

The project scope focuses on collaboration with stakeholders and the Texas Commission on Environmental Quality (TCEQ) to prepare and implement a sampling plan, perform an environmental assessment in the area identified for creek channel restoration and shoreline improvements, develop a remedial action plan, and provide initial seed funding for environmental remediation. These efforts are essential to enabling future redevelopment of the property.

 

The professional services required to assess impacts and define and implement mitigation actions to enable proposed shoreline modifications may be contracted under the existing service price agreement for non-engineering environmental consulting, investigative and remediation services.  The price agreement may include financing from FY 2023 Economic Development Initiative Community Project Funding.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 22, 2022, the City Council authorized the execution of a service price agreement with multiple vendors for non-engineering environmental consulting, investigative and remediation services for a term of five years, by Resolution No. 22-0982.
