Authorize a five-year service contract, with two one-year renewal options, for maintenance and support for the existing airport access control system at Dallas Love Field for the Department of Aviation - CONVERGINT TECHNOLOGIES LLC dba Convergint Technologies, most advantageous proposer of three - Not to exceed $4,645,245 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for maintenance and support for the existing airport access control system (AACS) at Dallas Love Field for the Department of Aviation. These services will ensure the continuous operation, maintenance, and lifecycle management of Dallas Love Field’s critical security systems infrastructure.
The system includes, but not limited to, the following:
• Closed circuit television subsystem
• Security intercom subsystem
• Video badging/credentialing subsystem
• AACS controlled doors and door hardware
• Other components at the Dallas Airport Facilities
Ongoing support and maintenance services are required to ensure system reliability and continuity of operations. These services provide timely response to system issues and support proactive maintenance efforts, minimizing downtime and reducing operational disruptions. This contract will also serve as the basis for implementing any future modifications to the existing AACS undertaken throughout the term of this agreement.
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Aviation (1)
• Dallas Police Department (1)
• Department of Information and Technology Services (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost and local preference.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Experience and capability 45 points
• Cost 30 points
• Approach 20 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $23.06; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 14, 2016, the City Council authorized a five-year service contract, with two two-year renewal options, to provide maintenance and support for the existing airport access control system at Dallas Love Field with Convergint Technologies, LLC by Resolution No. 16-1427.
On September 22, 2021, the City Council authorized Supplemental Agreement No. 1 to exercise the first of two, two-year renewal options to the service contract with Convergint Technologies, LLC to provide maintenance and support for the existing airport access control system for the Department of Aviation by Resolution No. 21-1573.
On February 28, 2024, the City Council authorized Supplemental Agreement No. 2 to exercise the second of two, two-year renewal options, to provide maintenance and support for the existing airport access control system and add an expansion of services to include the maintenance and support of the exit lane system for the Department of Aviation with Convergint Technologies, LLC by Resolution No. 24-0369.
On August 27, 2025, the City Council authorized Supplemental Agreement No. 4 to increase the service contract with Convergint Technologies LLC, for continued maintenance and support for the existing airport access control system at Dallas Love Field for the Department of Aviation by Resolution No. 25-1368.
