5714 SWISS AVENUE

Swiss Avenue Historic District

Council District 14

COA-26-000329

Christina Paress

Request

1. A Certificate of Appropriateness to construct a rear one-story covered porch.

2. A Certificate of Appropriateness to replace screens on front porch with all wood windows and doors.

Applicant Leslie Nepveux

Application Filed 6/11/2026

Staff Recommendation

1. That the request for a Certificate of Appropriateness to construct a rear one-story covered porch be approved with the conditions that the delineation of the new porch addition is not flush with the main structure wall so that the overhang does not protrude past existing main structure corner and that the replacement siding be wood and submitted to staff for approval.  Implementation of the proposed condition would allow the work to be consistent with preservation criteria Sec. 51P-63.116(1)(B); meet City Code Section 4.501(g)(6)(C)(i) for contributing properties, and the Secretary of the Interior’s Standards for Rehabilitation (Neighborhood/District).

2. That the request for a Certificate of Appropriateness to replace screens on front porch with all wood windows and door be denied without prejudice with the finding of fact that per preservation criteria Sec. 51P-63.116(1)(K)(ii) a front entrance or porch may not be enclosed with any material, including iron bars, glass, or mesh screening. The proposed work is therefore not consistent with preservation criteria Sec. 51P-63.116(1)(K)(ii); does not meet City Code Section 4.501(g)(6)(C)(i) for contributing properties, and the Secretary of the Interior’s Standards for Rehabilitation (Neighborhood/District).

Task Force Recommendation

1. That the request to construct a rear one-story covered porch be approved with the condition that the roof overhang be compatible with the style and scale of the main structure.

2. That the request to replace screens on front porch with all wood windows and door be approved.
