Authorize a seven-year concession contract, with one, one-year renewal option with Concourse Communications Group, LLC for Distributed Antenna System and Wi-Fi Network concession services at Dallas Love Field Airport - Estimated Revenue: Aviation Fund $1,575,000.00 over a seven-year period based on Minimum Annual Guarantee of $225,000.00

BACKGROUND
This concession contract will allow Concourse Communication Group, LLC to source and upgrade hardware to support the traveling public, airline, and airport tenants by providing cellular telephone and data access through a distributed antenna system. Dallas Love Field airport will provide free Wi-Fi and increased radio signals for Airport Operations with the state-of-the-art neutral host Distributed Antenna System (DAS) network to power the passenger experience and improve operational efficiencies. The upgrade will extend and enhance the wireless coverage areas and address Tier One carrier upgrade needs to the Dallas Love Field Airport with expansion coverage to Parking Garage C.
Concourse Communications Group, LLC will continue to support and upgrade software as needed and operate the DAS Wi-Fi systems at their expense to provide the same high level of service currently delivered.
The Distributed Antenna System supports about 16 million passengers annually, including airline tenants, airport operations, Dallas Police, Love Field airport facilities, and operations staff.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 22, 2012, the City Council authorized a six-year contract, with two three-year renewal options, and a minimum guarantee to design, build and manage a carrier neutral cellular antennae and Wi-Fi system at Love Field by Resolution No. 12-2075.
On August 22, 2018, the City Council approved to exercise the first three-year renewal option to the Distributed Antenna System and Wi-Fi Network contract with Concourse Communications Group, LLC, and amend the contract to reduce the current contract Annual Guarantee to 20 percent for the DAS and Wi-Fi Network, reduce the Minimum Annual Guarantee from $300,000 to $225,000, convert the airport Wi-Fi model from pad to free and, extend the contract from August 22, 2012 to April 15, 2025 by Resolution No. 18-1128.
On April 22, 2026, the City Council authorized an amendment to the contract Distributed Antenna System and Wi-Fi Network to correct the scrivener’s error in the legal name of the concessionaire from Concourse Communications LLC to Concourse Communications Group LLC and extend contract term from April 15, 2025 to October 15, 2026 by Resolution No. 26-0718.
