Authorize a two-year architectural and engineering services contract with Tetra Tech, Inc. to perform a Facilities Condition Assessment at various City of Dallas facilities - Tetra Tech, Inc., the most advantageous proposer of five - Not to exceed $3,493,200.60 - Financing: 2017 General Obligation Bond Funds ($1,868,127.00), 2024 General Obligation Bond Funds ($253,515.00), and ARPA Redevelopment Fund ($1,371,558.60)

BACKGROUND
The City of Dallas maintains a large portfolio of facilities and has identified the need to perform a comprehensive Facilities Condition Assessment (FCA) of approximately 373 City-owned facilities. The purpose of the assessment is to collect and document facility condition data to assess the short-term and long-term capital reinvestment needs necessary to maintain these facilities as safe, functional, reliable, and energy-efficient public assets.
Following execution of the agreement, the consultant will perform a pilot Facilities Condition Assessment at a City-selected facility to validate the format, quality, and content of the required deliverables. Upon approval by the City Project Manager, the consultant will proceed with the remaining facility assessments.
The assessment will establish a comprehensive inventory of facility conditions and provide the City with data-driven capital improvement priorities to support long-term budgeting, maintenance planning, and strategic asset management.
The consultant shall provide:
• Building-Level FCA Reports (PDF format)
• Deficiency logs with photographs, risk scores, and repair cost estimates supported by RSMeans or an equivalent cost estimating methodology.
• Database-ready FCA data compatible with the City’s Maximo Real Estate and Facilities platform (formerly IBM TRIRIGA) to support maintenance management, capital planning, and integration with the City’s computerized maintenance management system, in addition to the required written reports.
The resulting data will provide the City with a consistent, data-driven framework for prioritizing facility investments, supporting long-term capital budgeting, and extending the useful life of City-owned assets.

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA Funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.

PROCUREMENT INFORMATION
A Request for Qualifications (RFQ) solicitation was conducted from October 29, 2025 through December 5, 2025. Based on the RFQ evaluation, firms that received a score of 80 points or higher were invited to submit proposals for the Facilities Condition Assessment project. The Request for Proposal (RFP) solicitation was publicly advertised from February 25, 2026 through April 3, 2026. Five sealed proposals were received and opened on April 3, 2026. The proposers were ranked as follows:
