BACKGROUND
This action will authorize a construction services contract to install the replacement of playground areas, equipment, and surfaces, the installation of playground shade structures, prefabricated restrooms, site hardscape and softscape, and furnishings at four parks including Danieldale Park located at 540 West Wheatland Road; Meadow Stone Park located at 2700 Meadow Stone; Beckley Heights Park, located at 6700 Starkey Street; and Twin Falls Park located at 6300 South Polk Street with Northstar Construction, LLC.
On August 24, 2022, the City Council authorized the acceptance of grant funds from the Texas Parks and Wildlife Department (TPWD) for the Coronavirus State and Local Fiscal Recovery Fund (CFDA / Assistance Listing No. 21.027, Federal Award Identification No. 2021-CS-21027, TPWD Contract No. CA-0003308, Project No. AR-000001) in the amount of $20,000,000.00 for the purpose of housing and workforce development, parks and trails, libraries and cultural centers, and citizens health and physical development, by Resolution 22-1240.
On February 19, 2025, February 26, 2025, and March 5, 2025, the Park & Recreation Department advertised in the Dallas Morning News and posted on the City procurement website Bonfire, the plans, specifications, and requirements for open bid solicitation of the Texas Park and Wildlife Grant Group 1 Improvements Project. A Pre-Bid Conference was held on February 26, 2025, and a closing date was scheduled for March 14, 2025. Due to a concern of low bidder turnout, the bid closing date was extended to March 21, 2025.
On March 21, 2025, the Office of Procurement Services received bids from three contractors. After review of bids and selection of bid items it has been determined that Northstar Construction, LLC, is the lowest responsible bidder of the three. This award will consist of Base Bid Items and Alternate Bid Items, in an amount not to exceed $2,957,000.00. This project is funded by the TPWD Coronavirus State and Local Fiscal Recovery Fund.
The scope of work includes the replacement of existing playground areas, equipment and surfaces, the installation of new playground shade structures and new prefabricated restroom buildings, site hardscape and softscape improvements, and furnishings.
