Authorize (1) rescinding Resolution No. 22-0129, previously approved on January 12, 2022, for the Project Specific Agreement with Dallas County for the design and construction of transportation improvements for the Harry Hines Multimodal Connection from Webb Chapel Extension to Manana Drive and for funding participation in the design and construction of infrastructure improvements on Community Drive from Denton Drive to Northwest Highway; (2) a new Project Specific Agreement with Dallas County in the amount of $200,000.00 for the design and construction of transportation improvements for the Harry Hines Multimodal Connection from Webb Chapel Extension to Manana Drive and Community Drive from Denton Drive to Northwest Highway which increases the City’s funding participation for the Harry Hines Project from $0.00 to $200,000.00; (3) payment to Dallas County for the City’s share of the project cost for the Harry Hines Multimodal Connection project, in an amount not to exceed $125,000.00; (4) the receipt and deposit of funds from Dallas County in the amount not to exceed $1,750,000.00 for Dallas County’s share of the project costs for the Community Drive project; and (5) an increase in appropriations in an amount not to exceed $1,750,000.00 in the Capital Project Reimbursement Fund - Financing: Coronavirus State and Local Fiscal Recovery Funds ($125,000.00) and Revenue: Capital Projects Reimbursement Fund ($1,750,000.00)

BACKGROUND
The Harry Hines Multimodal Connection Project is a partnership project between the City of Dallas and Dallas County for the design and construction of transportation improvements on Harry Hines Boulevard from Webb Chapel Extension to Manana Drive. Dallas County is the lead agency to administer the design and construction of this project. The Community Drive Project is a partnership project between the City of Dallas and Dallas County for the design and construction of paving, drainage, water main and wastewater main improvements on Community Drive from Denton Drive to Northwest Highway. The City of Dallas is the lead agency to administer the design and construction of this project.
On January 12, 2022, City Council authorized a Project Specific Agreement with Dallas County for the design and construction of transportation improvements for Harry Hines Multimodal Connection from Webb Chapel Extension to Manana Drive and for funding participation in the design and construction of infrastructure improvements on Community Drive from Denton Drive to Northwest Highway. The City of Dallas requested additional improvements to be included to the Harry Hines Multimodal Connection project which were outside of the original scope. Therefore, the City of Dallas is now required to contribute 50 percent of the cost for the requested improvements. This action will authorize rescinding Resolution No. 22-0129, previously approved on January 12, 2022, for the Project Specific Agreement with Dallas County and a new Project Specific Agreement with Dallas County for the design and construction of transportation improvements for the Harry Hines Multimodal Connection from Webb Chapel Extension to Manana Drive and Community Drive from Denton Drive to Northwest Highway.
The Harry Hines Multimodal Connection Project will construct a 10-foot wide shared-use path on the east side of Harry Hines Boulevard and a 7-foot wide sidewalk on the west side. The length of sidewalk and shared-use path will each be 1.7 miles. There are currently no existing bicycle or pedestrian facilities along Harry Hines Boulevard making it difficult for pedestrians to safely travel between employment and transit facilities. It will also enhance the crossing treatments by providing concrete curbs, replacing the curb ramps to make them ADA compliant, and upgrading the traffic islands.
The Harry Hines Multimodal Connection Project was nominated and subsequently selected by the North Central Texas Council of Governments for the Transportation Alternatives Set-Aside (TASA) Program 2019 Call for Projects. The cost of construction for this project is to be split 80/20 between federal TASA funds administered by Texas Department of Transportation and Dallas County and 50/50 between the City of Dallas and Dallas County for the additional improvements included at the City's request.
The Community Drive Project will reconstruct and widen the existing two-lane roadway into a three-lane concrete roadway. The newly reconstructed roadway will consist of two 11-foot wide travel lanes and one 10-foot wide continuous left turn lane. It will also include two directional 6-foot wide bike lanes and a 5-foot wide sidewalk. Community Drive currently has drainage ditches along both sides of the roadway without sidewalks on either side. Once this project is implemented, it will integrate nearby apartments, restaurants, and businesses into a safe and convenient walkable neighborhood with pedestrian and bicycle access to DART’s Bachman Station and Northwest Highway. It will also connect to the planned bike lane along Denton Drive.
This project was submitted and subsequently selected in Dallas County’s Major Capital Improvement Program Seventh Call for Projects in 2019. The cost of construction for this project is to be split 50/50 between the City of Dallas and Dallas County.
If this agreement is not authorized by the City, it could result in the loss of funding participation from Dallas County.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 10, 2001, City Council authorized a master agreement with Dallas County governing future transportation major capital improvement projects between the City of Dallas and Dallas County by Resolution No. 01-0104.
On April 12, 2006, City Council authorized a professional services contract with Dal-Tech Engineering, Inc. for the design of Community Drive from Denton Drive to Northwest Highway by Resolution No. 06-1036.
On April 13, 2011, City Council authorized the new ten-year master agreement with Dallas County governing major transportation capital improvement projects by Resolution No. 11-0927.
On January 12, 2022, City Council authorized a Project Specific Agreement with Dallas County for the design and construction of transportation improvements for Harry Hines Multimodal Connection from Webb Chapel Extension to Manana Drive and for funding participation in the design and construction of infrastructure improvements on Community Drive from Denton Drive to Northwest Highway by Resolution No. 22-0129.
