BACKGROUND

 

The Southeast Service Center, located at 2761 Municipal Street, is one of five (5) service centers operated by the Department of Equipment and Fleet Management. These service centers provide mechanical and electrical repairs, preventive maintenance, state inspections, vehicle emissions testing, lubrication, fueling and road call assistance on a 24-hour basis, for City of Dallas vehicles.

 

The proposed location for the new vehicle maintenance facility at Southeast Service Center sits within an approximately 8-acre area of a Dallas Central Appraisal District 67-acre platted site. Allowable use of this property is described in Planned Development 595 and has a Special Use Permit 133 controlling the development plan of the lot which requires any changes to this location to be approved by the Department of Planning and Development.

 

On November 7, 2006, Dallas voters approved funding for the design and construction of a facilities maintenance building to be located at Southeast Service Center on Municipal Street.

 

 

 

 

 

 

This action will authorize a professional services contract Huitt-Zollars, Inc. to provide complete architectural, structural, mechanical, electrical, civil, construction administration, and other professional services necessary to assist the city in the design and construction of a new vehicle maintenance facility to be located at Southeast Service Center. The project will consist of a planning and development phase, schematic design phase, design development and construction documents phase, bidding phase, and construction administration phase. This facility will be designed to achieve Leadership in Energy & Environmental Design (LEED) Gold certification under the LEED program of the U.S. Green Building Council.

On March 28, 2012, the City Council authorized a professional services contract with Huitt-Zollars, Inc to provide architectural and engineering services for design and construction for a facilities maintenance building to be located at Southeast Service Center by Resolution No. 12-0921.

PROCUREMENT INFORMATION

 

On April 18, 2025, seven Respondents submitted Qualifications Statements through the City’s Procurement Portal Bonfire, in response to a Request For Qualifications Solicitation CIZ25-BCM-3155 to provide Architectural, Engineering, and Consulting Services for the design of a New Vehicle Maintenance Facility at Southeast Service Center.

 

On July 25, 2025, 3 short-listed Candidates submitted Proposals for the through the City’s Procurement Portal Bonfire, in response to a Request for Proposals Solicitation CIZ25-BCM-3155(a) issued on June 25, 2025.

 

 

Following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines, Huitt-Zollars, Inc. was selected as the highest-ranked firm and recommended for contract award by an evaluation committee.
