BACKGROUND

 

Originally established in 1986 as a recreation center providing arts and cultural programming in South Dallas, the South Dallas Cultural Center (SDCC) is one of four neighborhood cultural centers operated by the City of Dallas’ Office of Arts and Culture (OAC). The SDCC’s mission is to provide arts and cultural programming that reflects and celebrates the arts and cultural traditions of the African diaspora.

 

Completed in 1930, the Bath House Cultural Center (BHCC) was the first Art Deco building constructed in Dallas. Located along the eastern shore of White Rock Lake, the BHCC has been operated by the OAC since 1989. In 1996, the BHCC received historic landmark designation from the City of Dallas Landmark Commission.

 

On May 4, 2024, Dallas voters approved Proposition E of the 2024 General Obligation Bond Program (the “2024 Bond Program”), which provides funding for the planning, design, construction, and improvement of the city’s cultural and performing arts facilities. As part of the cultural and performing arts category, the roof replacement and mitigation of water infiltration issues at the SDCC and BHCC were included as priority projects.

 

 

 

The project scope of work for roof replacement and water infiltration mitigation for both projects is similar in nature as both primary roof areas are flat roof systems that have met their useful life expectancy.  The BHCC roof consists of a mineral-surfaced cap sheet over a multi-ply bituminous built-up membrane that is estimated to be over 30 years old and exhibits signs of advanced deterioration. The roof drain assemblies, condensate drain lines, conduit, and supports are in poor condition. The SDCC has a modified bitumen roof system that is estimated to be over 19 years old and exhibits signs of deterioration, including cracking, blistering, ponding water, and seam failures.  Overflow drains are not present in the main section of the building. Condensate drain lines, conduit, and associated support need to be addressed as they are in deteriorated condition.

 

Due to these similarities, the projects were combined into a single design-build contract to streamline the procurement process, fast-track completion, and ensure adequate interest from vendors due to the relatively small budget.

 

To begin this effort, a Request for Qualifications solicitation was developed and publicly advertised on February 18, 2026. By March 20, 2026, three firms submitted their Statements of Qualifications. A selection committee evaluated these submissions, ranked the firms based on published criteria, and shortlisted the two highest-ranked firms. On April 9, 2026, a proposal request was issued to the shortlisted firms.

 

Subsequently, on May 22, 2026, two firms submitted proposals for the roof replacement and water infiltration mitigation at BHCC and SDCC. Among the two proposals received, Chamberlin Dallas, LLC was selected as the most qualified proposer through a qualifications-based selection process, adhering to the City of Dallas and State of Texas procurement guidelines.

 

It is now deemed desirable to authorize a design-build construction contract with Chamberlin Dallas, LLC.

 

Chamberlin Dallas, LLC was selected following a two-step qualifications-based selection process in accordance with the City of Dallas and State of Texas procurement guidelines.

 

This action will authorize a design-build construction contract with Chamberlin Dallas, LLC for design and preconstruction services, an early construction package, and architectural and engineering services for the design and construction of the roof replacement and water infiltration mitigation at the BHCC located at 521 East Lawther Drive and the SDCC located at 1500 South Fitzhugh Avenue.

On February 14, 2024, the City Council authorized a May 2024 Bond Election to fund a variety of capital improvement projects citywide by Resolution No. 24-0280; and Ordinance No. 32658.

 

On May 15, 2024, the City Council approved and adopted the canvassing committee’s report for the May 4, 2024 Bond Election, certifying the election results and declaring that a majority of voters supported all bond propositions by Resolution No. 24-0695; and Ordinance No. 32658.

PROCUREMENT INFORMATION

 

On March 20, 2026, three Qualifications Statements were received in response to the Request For Qualifications (CIZ26-BCM-3223) issued on February 18, 2026. Following review of the submitted Qualifications Statements, two candidates were recommended to be issued a Request For Proposal: 

 

1.                     Chamberlin Dallas, LLC

2.                     Phoenix I Restoration and Construction, LLC

 

Proposals were received and distributed to the Evaluation Committee on June 1, 2026.  Following independent review and evaluation of each submittal, the Evaluation Committee members met via a virtual meeting to finalize the ranking of each Candidate’s proposal. The cumulative highest-ranked proposal was submitted by Chamberlin Dallas, LLC.
