Authorize Supplemental Agreement No. 2 to the professional services contract with VRX, Inc. for the design of additional paving, drainage, water and wastewater main improvements for the West Red Bird Lane Bridge over Woody Branch Creek Project - Not to exceed $207,085.00, from $335,166.68 to $542,251.68 - Financing: 2023 Certificate of Obligation ($183,470.00), Water Capital Improvement G Fund ($17,711.25), and Wastewater Capital Improvement F Fund ($5,903.75)

BACKGROUND
On December 12, 2018, the City Council authorized a professional services contract with VRX, Inc. for the engineering design of the bridge reconstruction for the West Red Bird Lane Bridge over Woody Branch Creek Project by Resolution No. 18-1768.
VRX, Inc. is located in Plano, Texas; and is a registered vendor with the City of Dallas.
This project will replace the existing bridge and raise the new bridge to provide two-feet of freeboard above the 100-year flood water surface elevation as well as raise and reconstruct the adjacent roadway including paving, sidewalk, curb and gutter, and drainage improvements. The project will also perform a hydraulic study based on the proposed bridge crossing and upgrade the existing water and wastewater mains.
During the design it was determined that the limits of roadway reconstruction needed to be extended due to the proposed bridge layout which requires channel modifications and extending the limits of the bridge approaches. The limits of the drainage and utility improvements will also be extended to match the proposed pavement limits. Therefore, additional services are needed to design the additional paving, drainage, water and wastewater main improvements.
This action will authorize Supplemental Agreement No. 2 to the professional services contract with VRX, Inc. for the design of additional paving, drainage, water and wastewater main improvements for the West Red Bird Lane over Woody Branch Creek project.
If this action is delayed or deferred, it would delay the replacement of the West Red Bird Lane Bridge over Woody Branch Creek and delay the implementation of the 2017 Bond Program.

On December 12, 2018, the City Council authorized a professional services contract with VRX, Inc. for the engineering design of the bridge reconstruction for the West Red Bird Lane Bridge over Woody Branch Creek project by Resolution No. 18-1768.
On December 11, 2019, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with VRX, Inc. for additional engineering design of water and wastewater mains as part of the West Red Bird Lane over Woody Branch project by Resolution No. 19-1882.
