BACKGROUND

 

This service contract will provide for the processing of applications and renewals of security alarm permits and the collection of fees associated with the security alarm permits and false alarms for the Dallas Police Department (DPD).  The DPD Security Alarm Unit, in conjunction with the Special Collections section of the Dallas Water Utilities Department, is responsible for the administration of the City's security alarm permitting and false alarm fees collections for the approximately 176,000 residential and commercial security alarm permits. This system allows residents and businesses to apply for new permits and to renew existing permits.  It will also capture and document false alarm calls through the City's computer aided dispatch system to ensure efficient false alarm enforcement.  The proposed revenue share approach is 90 percent for the City and 10 percent for the supplier. 

 

A five-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 22, 2017, the City Council authorized a five-year service contract, with two one-year renewal options, for the processing of applications and renewals of security alarm permits and the collection of fees associated with the security alarm permits and false alarms with Public Safety Corporation by Resolution No. 17-0347.

 

On September 25, 2024, the City Council authorized Supplemental Agreement No. 2 to extend the service contract with CentralSquare Technologies, LLC (previously Public Safety Corporation) for the processing of applications and renewals of security alarm permits the collection of fees associated with the security alarm permits and false alarms for the Police Department extending the term from October 2, 2024 to October 1, 2025, by Resolution No. 24-1421.
