BACKGROUND

 

On May 27, 2020, City Council accepted a grant from the National Park Service (NPS) for $50,000.00. The NPS made funding available to the City of Dallas under the African American Civil Rights Grant Program to document, interpret, and preserve the sites related to African American Civil Rights in the 20th Century; and for creation and sharing of a body of research and educational material about the 1936 Hall of Negro Life at Fair Park.

 

The grant-funded project will document primary sources through oral histories from scholars and people who lived through the Civil Rights movement, as well as research to discover lost and archived information about African American history and Civil Rights events in Dallas.  The project will culminate in a video, resources for the creation of a traveling exhibit, and podcasts and will enable this important story to be told to current and future generations in Dallas and beyond.  The video was originally proposed and planned as a 15-minute short film.  After a bid process, Southroad Pictures, LLC, was selected as the consultant to create the film and serve as research partners.

 

In the course of community engagement and research into the Hall of Negro Life, more information, narratives, and items than would fit into a 15-minute film were uncovered, and community members expressed a desire to more fully tell these stories to a broader audience through a broadcast-length documentary of approximately 26 minutes.  The first supplemental agreement included an additional filming and production day in Nashville related to recording additional oral history related to the Hall of Negro Life, and extended the term of the agreement from December 31, 2021 to September 30, 2022.

 

Additional filming, editing, production, and distribution expenses will be paid for through donated matching funds from Inspire Art Dallas and Fair Park First.  The original proposal was made in partnership with these groups and with local historians Mr. Phillip Collins (District 7 Commissioner, Arts and Culture Advisory Commission), Dr. W. Marvin Dulaney, and Dr. George Keaton.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 27, 2020, City Council authorized the acceptance of the National Park Service African American Civil Rights Grant program by Resolution No. 20-0825.

 

On January 27, 2021, City Council authorized the acceptance of a donation from Fair Park First for the exploration of the history of the Hall of Negro Life through the Office of Arts and Culture in the amount of $7,500.00, by Resolution No. 21-0237.

 

On January 27, 2021, City Council authorized the acceptance of a donation from Inspire Art Dallas for the exploration of the history of the Hall of Negro Life through the Office of Arts and Culture in the amount of $7,500.00, by Resolution No. 21-0238.
