Body

BACKGROUND

On October 12, 2017, the Regional Transportation Council approved over $43.5 million in federal funding for the City of Dallas’ proposed 2017 Bond Program Projects.

On March 28, 2018, the City Council authorized a Memorandum of Understanding with the North Central Texas Council of Governments Regional Transportation Council regarding the use of the Congestion Mitigation Air Quality and Surface Transportation Block Grant funding for North of Prairie Creek Road/Mesquite Yard Separation Project (also known as Prairie Creek Bridge over Union Pacific Railroad Tracks from North of Military Parkway to North of Forney Road) by Resolution No. 18-0440.

On June 26, 2019, the City Council authorized an LPAFA with the Texas Department of Transportation (TxDOT) (Agreement No. CSJ 0918-47-244) for the design of a new bridge over the existing Union Pacific Railroad tracks on Prairie Creek Road from North of Military Parkway to North of Forney Road in the amount of $20,030.00.00, by Resolution No. 19-0982.

Although this is an active project, at this time, it is necessary to terminate the existing LPAFA and enter into a new Advance Funding Agreement with TxDOT (a separate agenda item on this agenda) to accommodate significant changes to the project funding allocations.
