BACKGROUND

 

On January 14, 2026, the City Auditor Mark Swann informed Dallas City Council that he plans to retire from the City on March 17, 2026.

 

On February 3, 2026, the Committee on Finance was briefed by memorandum on the process for appointing a new City Auditor.  The City Auditor Nominating Commission members are appointed by City Council, in accordance with Dallas City Code Chapter 2-17.2 to select a City Auditor in accordance with Chapter IX, Section 1 of the City Charter. The Nominating Commission must be composed of five members meeting specific qualifications outlined in Chapter 2-17.2. 

 

Within 180 days after its first meeting, the Nominating Commission shall recommend to the City Council one or more candidates for City Auditor.  The City Council shall, within 30 days after receipt of the nomination, accept one of the nominated candidates or reject all the candidates. 

 

On February 23, 2026, the Committee on Finance considered nominees for appointment to the Nominating Commission and interviewed two executive search firms to support the Nominating Commission in its search.

FISCAL INFORMATION

 

This action has no cost consideration to the City. Costs associated with this item has been authorized separately and the City already has active contract in place with the vendor.
