Authorize Supplemental Agreement No. 3 to increase the cooperative purchasing agreement with SHI Government Solutions, Inc. for additional software licenses through the Microsoft Government Enterprise Licensing Agreement - Not to exceed $1,269,424.43, from $21,427,616.21 to $22,697,040.64 - Financing: Data Services Fund ($664,998.08) and Information Technology Equipment Fund ($604,426.35)

BACKGROUND
This Supplemental Agreement adds essential Microsoft software and server licenses to support the City’s growth and maintain compliance. It includes Microsoft 365 for email, document editing, and collaboration, as well as remote desktop licenses for secure remote access. Additional server licenses are also included. These updates improve efficiency, strengthen security, and help prevent service disruptions, ensuring the City can continue delivering reliable services to residents and partners.
The Texas Department of Information Resources Cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 24, 2018, the City Council authorized a five-year master agreement for the purchase of various software including perpetual, fixed term, subscription and software as a service, software maintenance, support, and implementation services with SHI Government Solutions, Inc. in the estimated amount of $5,533,013.50, Mobile Wireless, LLC in the estimated about of $409,750.00, and Carahsoft Technology Corporation in the estimated amount of $6,152,763.50, by Resolution No. 18-1518.
On November 13, 2024, the City Council authorized a two-year cooperative purchasing agreement for Microsoft Government Enterprise Agreement for licenses, operating systems, production suite, and support with SHI Government Solutions, Inc. by Resolution No. 24-1635.
