Authorize a two-year professional services contract in the amount of $176,000.00, with one two year renewal option in the amount of $176,000.00 with Thorn Run Partners for federal legislative consultant services - Total not to exceed $352,000.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
Thorn Run Partners LLC, represented by Paul Schlesinger, serves as a federal advocate for the City of Dallas in Washington D.C. Mr. Schlesinger brings deep expertise and longstanding experience in the areas of water resources, infrastructure, and flood control, with particular emphasis on projects managed by the United States Army Corps of Engineers. His strong working relationships with key members and staff of Congressional committees relevant to these issues enhance the City's ability to monitor and respond to federal legislative and regulatory developments.
Through this representation, the City of Dallas benefits from timely and accurate updates on federal actions related to surface transportation, water infrastructure, flood risk management, and other issues that could significantly affect municipal operations and long-term planning. Thorn Run Partners, LLC provides expert strategic advice, legislative analysis, and advocacy to support the City Council’s legislative priorities, helping to advance funding opportunities and policy goals.
In addition, having a dedicated liaison in Washington D.C. with specialized knowledge in water and flood control enables the City to proactively engage in shaping federal programs and legislation. This ensures Dallas remains well positioned to pursue beneficial infrastructure investments and respond effectively to emerging challenges.

On December 12, 2018, the City Council authorized a contract with Paul Schlesinger for FY 2018-19, by Resolution No. 18-1813.
On November 13, 2019, the City Council authorized a contract with Paul Schlesinger for FY 2019-20, by Resolution No. 19-1785.
On October 28, 2020, the City Council authorized a contract with Paul Schlesinger for FY 2020-21, by Resolution No. 20-1705.
On October 13, 2021, the City Council authorized a contract with Paul Schlesinger for FY 2021-22, by Resolution No. 21-1664.
On October 26, 2022, the City Council authorized a contract with Paul Schlesinger for FY 2022-23, by Resolution No. 22-1634.
On October 11, 2023, the City Council authorized a contract with Paul Schlesinger for FY 2023-24 and FY 2024-2025, by Resolution No. 23-1399.
The Ad Hoc Committee on Legislative Affairs was briefed on the "Consideration of the Federal Lobbyist Contracts" on August 5, 2025.
