Authorize an engineering services contract with Garver, LLC to provide design and construction administration services, construction alternatives, implement aircraft communications pathways, and associated improvements for Taxiway Echo Phase II at Dallas Executive Airport - Not to exceed $1,311,300.00 - Financing: Aviation Construction Fund

BACKGROUND
The west side of Dallas Executive Airport (DEA) has undergone several significant improvements in the past decade. In 2022, the entire Taxiway Echo was programmed and broken into multiple phases. Taxiway Echo Phase I was designed in 2024 and constructed in 2025 to provide access for the development of the west side of the airfield. Phase 1 constructed the extension of Taxiway E North to Taxiway E2 (cross-over to Taxiway B2).
As tenant demand continues to increase at DEA, Taxiway Echo Phase II will support this transition by enhancing the airport’s capacity to meet future demand while, also improving current operational efficiency.
This action will authorize an engineering services contract with Garver, LLC to provide design and construction administration services, construction alternatives, implement aircraft communications pathways, and associated improvements for Taxiway Echo Phase II at Dallas Executive Airport.
