Authorize a construction services contract for the construction of the Frankford Road Project - Paving, Fiber Interconnect, and Traffic Signal Improvements - Gadberry Construction Company, Inc., lowest responsible bidder of three - Not to exceed $4,742,007.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($1,455,881.00), Coronavirus State and Local Fiscal Recovery Fund ($608,800.00), and Capital Projects Reimbursement Fund ($2,677,326.00)

BACKGROUND
The Frankford Road Project, from State Highway 289 (Preston Road) to Coit Road was selected as part of the 2019/2020 Collin County Call for City Projects and is a partnership project between the City of Dallas and Collin County for transportation-related maintenance, repairs, and improvements. The City of Dallas is the lead agency responsible for administering the design and construction of the project.
On June 23, 2021, the City Council authorized an Interlocal Agreement with Collin County for funding participation for thoroughfare improvements to Frankford Road from State Highway 289 (Preston Road) to Coit Road by Resolution No. 21-1092.
On June 23, 2021, the City Council authorized a professional services contract with Burgess & Niple for the engineering design services of Frankford Road for State Highway 289 (Preston Road) to Coit Road by Resolution No. 21-1093.
On September 13, 2023, the City Council authorized the rejection of one bid for a construction services contract for the Frankford Road Project - Paving, Illumination, and Traffic Signal Improvements and the re-advertisement for new bids by Resolution No. 23-1228.
The scope of the project will include pavement markings, traffic sign replacement, and upgrading the traffic signals at the intersections of Frankford Road at Davenport Road, Hillcrest Road, Meandering Way, Preston Ridge Trail, and Osage Plaza Parkway. Also, pedestrian improvements such as crosswalk enhancements, traffic signal fiber interconnect, and other improvements will be included.
Gadberry Construction Company, Inc., is a Dallas-based corporation, operating within the corporate city limits of Dallas, Texas.

This action will authorize a construction services contract with Gadberry Construction Company, Inc., for the construction of paving, and traffic signal improvements for Frankford Road from Texas 289 (Preston Road) to Coit Road.
If this project is not awarded for construction at this time, field conditions may change, which will require modifications to the engineering design plans, requiring additional funding and time to address.
Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

On June 23, 2021, the City Council authorized the City Manager to (1) spend funds in compliance with the American Rescue Plan Act of 2021 and in accordance with guidance from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund (CFDA No. 21.027); (2) take all necessary actions to apply for and receive funds for which the City is eligible from state and federal sources; (3) receive and deposit funds in an amount not to exceed $355,426,891.00 in the Coronavirus Local Fiscal Recovery Fund which will be received in two tranches with 50% in 2021 and 50% in 2022; (4) establish appropriations in an amount not to exceed $177,713,445.50 in the Coronavirus Local Fiscal Recovery Fund; (5) transfer appropriations, expenses, or cash between funds established for the coronavirus disease 2019 (COVID-19) response; and (6) execute any grant agreements necessary to receive COVID-19 funding from federal and state sources, in an amount not to exceed $355,426,891.00, by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets by Resolution No. 21-1590.
On September 13, 2023, the City Council authorized the rejection of one bid for a construction services contract for the Frankford Road Project - Paving, Illumination, and Traffic Signal Improvements and the re-advertisement for new bids by Resolution No. 23-1228.
