Authorize a two-year personal services contract, with one two-year renewal option with Randy C. Cain, Attorney at Law, for state legislative and information services for the period August 27, 2025 through August 26, 2027 - Not to exceed $504,000.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
Randy C. Cain, Attorney at Law, operates an Austin office which monitors state action affecting governmental entities and corporations before the State Legislature. The scope of services for this contract will include:
• Representation before state agencies and legislators.
• Monitoring interim state legislative and committee activities as requested by the
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 9, 2020, the City Council authorized a personal services contract with Randy C. Cain for state legislative and information related services for the period December 9, 2020 through October 31, 2021, by Resolution No. 20-1933.
On October 13, 2021, the City Council authorized a personal services contract with Randy C. Cain for state legislative and information services for the period November 1, 2021 through October 31, 2022, by Resolution No. 21-1667.

On October 26, 2022, the City Council authorized a personal services contract with Randy C. Cain for state legislative and information services for the period November 1, 2022 through September 30, 2023, by Resolution No. 22-1635.
