Authorize (1) Supplemental Agreement No. 2 to increase the service contract with Industrial/Organizational Solutions, Inc. to develop and administer promotional examinations for the Police and Fire-Rescue Departments and to extend the contract term from March 23, 2020 to March 22, 2021 in the amount of $35,729.25 $7,779.25, from $375,252.00 to $410,981.25 $383,031.25; and (2) the ratification of $27,950.00 to pay outstanding invoices for developing and administering promotional examinations for the Civil Service Department - Total not to exceed $63,679.25 $35,729.25 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for the development and administration of all Dallas Fire-Rescue and Police promotional written exams for the Civil Service Department. Through this contract the vendor is also responsible for developing and administering the assessment centers for these promotional exams. The Civil Service Department is responsible for the examination process for eight promotional Fire-Rescue Department ranks and three promotional Police Department ranks. The Civil Service Department has five staff members dedicate to police and fire testing. Consultant services are needed to help get these tests developed and administered so that the Police and Fire-Rescue Departments can fill vacancies.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $10.37; the selected vendors meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 22, 2017, City Council authorized a three-year service contract to develop and administer promotional examinations for Police and Fire-Rescue with Industrial/Organizational Solutions, Inc. by Resolution No. 17-0479.
