Authorize an increase in the construction services contract with BAR Constructors Inc. for additional work to include the installation of an alignment for the by-pass line, supportive work for the rehabilitation of two existing clarifier pipelines, critical repairs to the odor control pipeline at the Dallas headworks building, and the installation of a junction box and manholes to connect two existing pipelines associated with the Central Wastewater Treatment Plant Headworks and Primary Clarifiers Improvement Project - Not to exceed $1,421,849.94, from $50,432,956.25 to $51,854,806.19 - Financing: Wastewater Construction Fund

BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined treatment capacity of 280 million gallons per day. Central Wastewater Treatment Plant (CWWTP) is the largest of the two plants, located just south of downtown. The treatment facility is divided into two plants, the Dallas Plant and the White Rock Plant.
On May 10, 2023, the City Council authorized a construction services contract with BAR Constructors, Inc. for headworks and primary clarifier improvements at the CWWTP. Primary Clarifiers A and B were originally constructed in the 1930’s and 1940’s and were experiencing severe deterioration of the concrete structure and associated equipment due to corrosion. The proposed improvements are addressing deteriorated infrastructure and increasing the capacity of the Dallas Plant Primary Clarifiers by 20 million gallons per day.
On September 24, 2025, the City Council authorized an increase to the construction services contract to complete necessary improvements to the existing Sulfur Dioxide system at the CWWTP. The work includes demolition, installation of a temporary sulfur dioxide evaporator system, and the full replacement of the evaporators and associated piping system. Due to the critical nature of the work, complicated sequencing, and urgent need, Dallas Water Utilities engaged the engineer and contractor to replace the major components of the Sulphur Dioxide system. The contractor provided an acceptable proposal to complete the urgent work and is familiar with the plant and its complex chemical systems.
This action will authorize Change Order No. 2 to the construction services contract with BAR Constructors Inc. for additional work not included in the original contract and necessary to successfully complete the project. The additional work includes installation of an alternate alignment for the 42-inch diameter bypass line serving the primary clarifiers, supportive work for the rehabilitation of two existing 48-inch diameter clarifier pipelines found to be severely deteriorated after further investigation, critical repairs to the odor control pipeline at the Dallas headworks building, and the installation of a junction box and manholes to connect two existing 48-inch diameter influent pipelines. The bypass line is essential for diverting flow during maintenance and repair activities, the odor control system plays a vital role in mitigating hydrogen sulfide produced during raw sewage processing, and the influent pipelines have deteriorated to a degree that poses a risk of structural failure. Failure to repair these issues could render the facilities unsafe for operators to perform their daily duties, impair the Plant’s ability to properly treat and process wastewater, and could lead to wastewater overflows causing significant disruption to Plant operations.

On May 10, 2023, the City Council authorized a construction services contract with BAR Constructors, Inc. for headworks & primary clarifiers improvements at the Central Wastewater Treatment Plant by Resolution No. 23-0636.
On September 24, 2025, the City Council authorized an increase in the construction services contract with BAR Constructors, Inc. for additional work associated with replacing the existing sulfur dioxide piping and equipment for the sulfur dioxide evaporators at the Central Wastewater Treatment Plant by Resolution No. 25-1542.
