Authorize a construction services contract to repair water infiltration, remove and replace expansion joints, repair concrete cracks, install new traffic coats, and thermal and moisture protection to maintain and enhance the functionality, durability, safety, and visual appeal of Garages A & B Repairs at Dallas Love Field - Restocon, LLC, lowest responsible bidder of nine - Not to exceed $7,473,015.00 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
In 2014, the Department of Aviation initiated a condition assessment to identify and prioritize phased repairs to extend the useful life of Dallas Love Field Garage A which was completed in 1987 and Garage B which was completed in 2002. Following the completion of the condition assessment report in 2015 and 2024, a design effort was required to address the identified deficiencies.
This project will address water infiltration, expansion joint repairs, repair concrete cracks, and applying new traffic coatings on the top levels of Garages A & B Repairs at Dallas Love Field. The repairs will help to enhance safety, reduce maintenance costs, improved durability and aesthetics, and increased customer satisfaction. This project is to maintain and enhance the functionality, durability, safety, and visual appeal of the garages.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 25, 2014, the City Council authorized a professional services contract with M. Arthur Gensler, Jr. & Associates, Inc. dba Gensler to perform a condition assessment of Dallas Love Field Garages A & B, located at 8025 Cedar Springs Road by Resolution No. 14-1012.
On May 25, 2016, the City Council authorized Supplemental Agreement No. 3 to the Contract for Consultant to provide design, construction documents, and construction administration services for selected repairs to Garages A and B and the Pedestrian Concourse at the Airport, as identified in Consultant's assessment report, and to increase the Contract amount by Resolution No. 16-0813.
On August 22, 2018, the City Council authorized Supplemental Agreement No. 4 to the Contract for Consultant to provide design and construction administration services for the replacement of the existing fire alarm system, including fire sprinklers, in Garages A and B at the Airport, and to increase the contract amount by Resolution No. 18-1129.
On April 10, 2019, the City Council authorized Supplemental Agreement No. 5 to the Contract for Consultant to provide design, construction documents, and construction administration services for selected repairs to Airport Garages A and B, as identified in Consultant's assessment report, and to increase the contract amount by Resolution No. 19-0490.
