BACKGROUND

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimate amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

On May 28, 2024, a significant severe weather event generated approximately 550,000 cubic yards of storm-related debris. To protect the health and safety of the City, the Department of Sanitation (Sanitation) needed to procure debris monitoring services during the debris removal. The debris monitoring services are necessary to assure Federal agencies emergency plan and debris removal contract requirements are met by monitoring the debris removal from public access roads, rights-of-way and public property, and the debris management sites, and to assure the debris management plan and contracts are effectively and efficiently implemented.  Sanitation led the removal efforts in partnership with other City departments and contractors. Tetra Tech, Inc. has been providing debris monitoring services that are compliant with Federal Emergency Management Agency regulations, which require a debris monitor who is separate from the contractor collecting and hauling the debris. These services are ongoing and began on June 15, 2024. Department intends to continue using Tetra Tech, Inc. for up to one year to continue providing these services.
