Title
Authorize Supplemental Agreement No. 10 to the engineering contract with Wiss, Janney, Elstner Associates, Inc. to continue with the development of the Bridge Management Program in support of the Infrastructure Management Plan, to provide engineering and construction inspection services on minor bridge repair projects; and provide inspection and monitoring on multiple bridges - Not to exceed $351,000.00, from $2,033,921.00 to $2,384,921.00 - Financing: General Fund

BACKGROUND
From September 23, 2020 to September 11, 2024, the City Council has authorized five Council Resolutions associated with this project, consisting of reviewing of the existing bridge conditions, development of repair costs for selected bridges, development of a list of bridges to receive design and repairs, inspections and preparation of plans, design and construction on minor bridge repair projects, monitoring on multiple bridges, as well as extending the contract for an additional year from November 5, 2024 to October 12, 2025.
This action will authorize the Supplemental Agreement to continue with the development of the Bridge Management Program in support of the Infrastructure Management Plan, to provide engineering and construction inspection services on minor bridge repair projects; and provide inspection and monitoring on multiple bridges.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 23, 2020, the City Council authorized an engineering services contract with Wiss Janney, Elstner Associates, Inc. to develop a Bridge Management Program in support of the Infrastructure Management Plan consisting of reviewing bridge data, programming and modifications to the bridge database, review of existing bridge conditions, development of repair costs for selected bridges, and development of a list of bridges to receive design and repairs in later phases of the Bridge Management Program by Resolution No. 20-1406.
On June 9, 2021, the City Council authorized Supplemental Agreement No. 2 to the engineering services contract with Wiss Janney, Elstner Associates, Inc. to inspect and prepare plans, specifications and estimates for the emergency repairs of Fitzhugh Bridge south of Fair Park, Texas Department of Transportation Bridge No. 18-057-09F460-001, by Resolution No. 21-0989.
On January 12, 2022, the City Council authorized Supplemental Agreement No. 4 to the engineering contract with Wiss, Janney, Elstner, Associates, Inc., approved as to form by the City Attorney, to (1) continue with the development of a Bridge Management Program in support of the Infrastructure Management Plan, provide design and construction services on minor bridge repair projects; and (2) provide inspection and monitoring on multiple bridges by Resolution No. 22-0138.
On February 22, 2023, the City Council authorized Supplemental Agreement No. 6 to the engineering contract with Wiss, Janney, Elstner, Associates, lnc. to continue with the development of a Bridge Management Program in support of the Infrastructure Management Plan, provide engineering and construction inspection services on minor bridge repair projects; and provide inspection and monitoring on multiple bridges by Resolution No. 23-0294.
On September 11, 2024, the City Council authorized Supplemental Agreement No. 8 to the engineering contract with Wiss, Janney, Elstner, Associates, Inc. to (1) continue with the development of a the Bridge Management Program in support of the Infrastructure Management Plan, provide engineering and construction inspection services on minor bridge repair projects; (2) provide inspection and monitoring on multiple bridges; and (3) extend the existing contract for an additional year from November 5, 2024 to October 12, 2025, by Resolution No. 24-1275.
