Title
Authorize (1) a correction to Resolution No. 21-1020, previously approved on June 9, 2021 with North Rock Construction, LLC to revise the funding to reflect the City equally by dividing the costs in the amount of $5,735,687.08 with Dallas County for the Trinity Forest Spine Trail from the Santa Fe Trail north of Tenison Park Golf Course to the DART Lawnview Station located at 5900 Scyene Road; (2) to deposit funds from Dallas County in an amount not to exceed $2,867,843.54 in Capital Gifts, Donation & Development Fund; and (3) increase appropriations in an amount not to exceed $2,867,843.54 in the Capital Gifts, Donation & Development Fund - Not to exceed $5,735,687.08 - Financing: Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund) ($2,867,843.54) and Capital Gifts, Donation & Development Fund ($2,867,843.54)

BACKGROUND
On June 9, 2021, the City Council authorized a construction services contract with North Rock Construction, LLC for the construction of Trinity Forest Spine Trail North Phase I located from the Santa Fe Trail to Samuel Boulevard for the Base Bid and Alternates Nos. 1, 6, 7, and 9, in an amount not to exceed $5,735,687.08.
On June 23, 2021, the City Council authorized a Project Specific Agreement with Dallas County to designate terms for the assignment of the City as the lead agency for the construction of Phase I of the Trinity Forest Spine Trail Project, establish the trail alignment (map), Dallas County funding participation and Dallas County attendance at meetings and inspection of construction of the planned approximately 8-mile Trinity Forest Spine Trail from the Santa Fe Trail just north of Tenison Park Golf Course to the Dallas Area Rapid Transit Lawnview Station located at 5900 Scyene Road.

On January 10, 2019, the Park and Recreation Board authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP.
On February 27, 2019, the City Council authorized a Development and Funding Agreement with the Circuit Trail Conservancy for design development documents for The LOOP by Resolution No. 19-0340.
The Park and Recreation Board was briefed on the “Trinity Forest Spine ‘Trail North Phase I’” on October 15, 2020.
On June 9, 2021, the City Council authorized a construction services contract with North Rock Construction, LLC, approved as to form by the City Attorney, for the construction of Trinity Forest Spine Trail North Phase I located from the Santa Fe Trail to Samuel Boulevard by Resolution No. 21-1020; and
On June 23, 2021, the City Council authorized a Project Specific Agreement (PSA) with Dallas County to designate terms for the assignment of the City as the lead agency for the construction of Phase I of the Trinity Forest Spine Trail Project, establish the trail alignment (map), Dallas County funding participation and Dallas County attendance at meetings and inspection of construction of the planned approximately 8-mile Trinity Forest Spine Trail from the Santa Fe Trail just north of Tenison Park Golf Course to the Dallas Area Rapid Transit Lawnview Station located at 5900 Scyene Road by Resolution No. 21-1135.
