Authorize a one-year cooperative purchasing agreement for continuous use of the spay and neuter services for the Dallas Animal Services with Operation Kindness Humane Society, Texas Coalition for Animal Protection, and Spay Neuter Network through an Interlocal Agreement with the City of Lewisville, City of Mesquite and City of San Antonio to utilize their spay and neuter contracts for Dallas Animal Services - Estimated amount of $555,540.00 - Financing: Animal Welfare Fund ($200,000.00) and General Fund ($355,540.00) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as a guide rather than a cap on spending under the agreement, so that actual need combined with budget capacity will determine the amount spent under this agreement.
This agreement serves as an interim solution while Dallas Animal Services (DAS) completes the new solicitation for community spay/neuter services. Timeliness and compliance are critical, as any interruption in these services would directly affect residents’ ability to meet City ordinance requirements and would hinder efforts to control the animal populations. Spay/neuter services play a vital role in preventing unplanned litters, managing pet populations, promoting responsible pet ownership, and reducing pressure on already overburdened shelters. This agreement supports DAS’s mission to reduce the homeless pet population while helping residents remain in compliance with the City’s Code.
Due to the high volume of spay/neuter services required, DAS utilizes three vendors to meet operational demands. A single vendor cannot efficiently manage the workload, and distributing services across multiple providers ensures timely delivery, reduces operational risk, and maintains consistent service quality.
DAS is forecasted to be over budget by $1,325,000.00 as of the March 2026 Budget Accountability Report, including the costs authorized under this agreement. To address the overage, DAS is seeking efficiencies in other areas, funding from other multi-year sources, and may require year-end appropriation adjustments
