Authorize (1) an increase in appropriations in an amount not to exceed $29,115,539.00 in the Aviation Passenger Facility Charge - Near Term Projects Fund; (2) a reduction in appropriations in an amount not to exceed $16,405,836.00 in the Aviation Commercial Paper Fund; and (3) a construction services contract to provide construction services for the Runway 13L-31R Runway Safety Area Improvements and Rehabilitate Taxiway A Project at Dallas Love Field - Flatiron Constructors, Inc., only bidder - Not to exceed $60,973,000.00 - Financing: Aviation Passenger Facility Charge - Near Term Projects Fund ($28,894,625.00) and FAA FY23 Grant Fund ($32,078,375.00)

BACKGROUND
Dallas Love Field has developed a Five-Year Airside Capital Improvement Program. This program is based on the results of the Love Field Pavement Evaluation Study performed in 2017 and on the requirements of the Federal Aviation Administration (FAA), which showed that all existing taxiways and connectors located on the west side of the terminal are reaching the end of their useful life. In addition, it is necessary to reconfigure and reconstruct the taxiways and connectors to conform to current FAA safety standards.
Garver, LLC provided design documents and will be providing construction administration services for the Runway 13L-31R Runway Safety Area (RSA) Improvements and Rehabilitate Taxiway A Project at Dallas Love Field. During the design, the Department of Aviation coordinated an agreement with the FAA to provide financial grants to be used to assist in the necessary improvements of the Runway 13L-31R RSA Improvements and Rehabilitate Taxiway A Project.
This action will authorize a construction services contract with Flatiron Constructors, Inc. to provide construction services for the Runway 13L-31R RSA Improvements and Rehabilitate Taxiway A Project at Dallas Love Field. This project will correct RSA deficiencies with full RSA grading and installation of new drainage infrastructure along the Taxiway A side of the runway and rehabilitate the existing Taxiway A pavement between existing Taxiway A south and Taxiway A5. The project will replace pavement that has exceeded its useful life and requires replacement and will address safety-related improvements within the Runway 13L-31R safety area and at an existing hot spot at the north end of Taxiway A.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 14, 2022, the City Council authorized an engineering services contract with Garver, LLC to provide design, planning, engineering, construction document and construction administration services for the design of the Taxiway A Project at Dallas Love Field by Resolution No. 22-1345.
On August 23, 2023, the City Council authorized acceptance of the U.S. Department of Transportation, Federal Aviation Administration Entitlement and Discretionary Grant Funds for the Runway 13L/31R Reconstruction Project at Dallas Love Field by Resolution No. 23-1128.
