Title
Authorize professional services contracts with four consulting firms to provide engineering services for flood management, erosion control and storm drainage improvements at 19 locations (list attached to Agenda Information Sheet) - CDM Smith, Inc., in an amount not to exceed $1,034,488.00, Freese and Nichols, Inc., in an amount not to exceed $1,068,618.00, Kimley-Horn and Associates, Inc., in an amount not to exceed $1,550,335.00, and Olsson, Inc., in an amount not to exceed $1,344,128.00 - Total not to exceed $4,997,569.00 - Financing: Flood Protection and Storm Drainage (C) Fund (2024 General Obligation Bond Fund) ($2,777,481.00), Storm Drainage Management Capital Construction Fund ($547,173.00), and Storm Drainage Management Certificate of Obligations Series 2024A Capital Fund ($1,672,915.00)

BACKGROUND
The City of Dallas has identified areas across the city requiring flood management, erosion control and storm drainage improvements to address flooding, channel erosion, and strengthen the infrastructure due to structural deterioration. These areas were identified to have inadequate infrastructure to limit flooding and erosion impacts and require engineering evaluations and design for infrastructure improvements. This action will authorize professional services contracts with CDM Smith, Inc., Freese and Nichols, Inc., Kimley-Horn and Associates, Inc., and Olsson, Inc., to provide engineering services for flood management, erosion control and storm drainage improvements at 19 locations.
The project and locations included in the four contracts are Coombs Creek Flood Management Study Update, Coombs Creek Channel Maintenance Analysis, Elmwood Branch Culvert at Edgefield Avenue, Elmwood Branch Culvert at Tyler Street & Vernon Avenue, Kidd Springs Branch at Colorado Boulevard, Kidd Springs Tunnel Rehabilitation, Harlandale Avenue-Strickland Area, 4126 Maybeth Street Storm Drainage Relief, Crest Haven Road/Culcourt Street Storm Drainage Relief, North Davillia Drive Estates Channel Repair (3755 Clover Lane), 5827 Bluffman Drive Storm Drainage Relief, 10440 Clary Drive, 6750 Willow Lane Storm Drainage Relief, 14721 Birchridge Drive, 12542 Planters Glen Drive, Linwood Place, Rector Place, Briarwood Storm Drainage Relief, West Fork of Joes Creek Channel Repair - Brockbank Drive at Channel Drive, Knights Branch Upper Relief System Study, and White Rock Creek Floodplain Management Study Update. These locations include both 2024 Bond projects and Dallas Water Utilities Storm Drainage Management capital improvement projects.
Engineering services associated with these four contracts include the evaluation and design for channel stabilization, erosion control, flood management and storm drainage improvements and design for the replacement of aging culverts. The scope of the contracts include project management, topographic and boundary surveys, easement document preparation, environmental permitting, subsurface utility exploration, geotechnical investigations, structural analysis, hydraulic analysis, and development of conceptual and final construction plans and special specifications.
For Crest Haven Road/Culcourt Street Storm Drainage Relief, 4126 Maybeth Street Storm Drainage Relief, 5827 Bluffman Drive Storm Drainage Relief, Harlandale Avenue - Strickland Area, Linwood Place, Rector Place, Briarwood Storm Drainage Relief, Elmwood Branch Culvert at Tyler Street & Vernon Avenue, Elmwood Branch Culvert at Edgefield Avenue, 6750 Willow Lane Storm Drainage Relief, and 14721 Birchridge Drive, the projects include the evaluation and design of storm drainage and drainage relief improvements to increase drainage capacity, enhance stormwater conveyance and reduce flood risk. The Coombs Creek Flood Management Study Update project includes the identification of new capital projects, including the evaluation of naturalistic and holistic streambank stabilization and protection for Coombs Creek and Kidds Springs. The Knights Branch Upper Relief System Study includes preliminary design, modeling and update of capital project drainage recommendations. The White Rock Creek Floodplain Management Study Update will update the 1989 Floodplain Management Study to cover the entire White Rock Creek watershed and evaluate flood risk reduction options. Channel improvements are planned at two locations to improve drainage capacity, reduce erosion, and enhance channel stability for the West Fork of Joes Creek Channel Repair - Brockbank Drive at Channel Drive, and North Davillia Drive Estates Channel Repair (3755 Clover Lane) projects. Erosion control improvements are planned at two locations near 10440 Clary Drive and 12542 Planters Glen Drive. The scope of services at these locations includes site investigation and design of erosion control improvements to stabilize creeks and protect infrastructure.
Some locations require evaluation before a defined scope of improvements can be developed. These locations typically require a future supplemental agreement for final design services after a feasible and cost-effective solution is determined. For example, the Kidd Springs Branch at Colorado Boulevard project includes preliminary investigation and the preparation of a design report to evaluate potential improvements to the outlet structures. The Kidd Springs Tunnel Rehabilitation project includes the evaluation of the existing tunnel and repair recommendations. The Coombs Creek Channel Maintenance Analysis project includes evaluating existing channel conditions and preparation of a technical memorandum for channel repair recommendations.
The four consulting firms were selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
