Authorize (1) rescinding the three-year service contract with two, one year renewal options with Midwest Maintenance Company, Inc. for Groups 1 and 4, previously approved on October 22, 2025, by Resolution No. 25-1686, for janitorial services and floor maintenance for the Department of Aviation in an amount not to exceed $13,841,207.52; and (2) a three-year service contract in an amount not to exceed $11,928,560.04 for the period October 14, 2026 through October 13, 2029, with two one-year renewal options in an amount not to exceed $8,190,944.40, as detailed in the Fiscal Information section, for Groups 1 and 4 for janitorial and floor maintenance services for the Department of Aviation - UBM ENTERPRISE, INC., next most advantageous proposer of twenty-nine - Total not to exceed $20,119,504.44 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This service contract will provide for janitorial services and floor maintenance for the Department of Aviation. These services provide daily cleanliness and care for Dallas Love Field Airport Terminal servicing 18 million visitors annually. This service contract will also provide routine and specialized terrazzo floor maintenance to preserve its appearance, durability and conditions while maintaining a clean and safe environment.
The City is rescinding the award of the service contract with Midwest Maintenance Company, Inc. for Groups 1 and 4, previously approved on October 22, 2025, by Resolution No. 25-1686, due to their inability to satisfactorily meet contractual obligations. The service contract for Groups 1 and 4 will be awarded to UBM ENTERPRISE, INC., the next most advantageous proposer.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 22, 2025, the City Council authorized a three-year service contract with Midwest Maintenance Company, Inc. for janitorial and terrazzo floor maintenance services (Groups 1 & 4), with two, one-year renewal options; and a three-year service contract with Andrews Building Service, Inc. for janitorial services (Groups 2 & 3), with two one-year renewal options for the Department of Aviation by Resolution No. 26-1686.
On February 11, 2026, the City Council authorized Supplemental Agreement No. 1 to the service contract with Andrews Building Service, Inc. to amend the scope of services to remove janitorial services (Group 2); and a three-year service contract with Marsden South, LLC for janitorial services (Group 2), with two one-year renewal options for the Department of Aviation by Resolution No. 26-0370.
