BACKGROUND

 

On January 2, 2025, the Texas Department of Transportation (TxDOT) announced a statewide Call for Projects for the Transportation Alternatives Set-Aside (TASA) Program for eligible bicyclist infrastructure, pedestrian infrastructure, and transportation planning projects. The Department of Transportation and Public Works submitted a preliminary application for the Wright Street Shared Use Path project.

 

The project aims to create a 1.7-mile shared use path along the length of Wright Street from West Illinois Avenue to South Edgefield Avenue parallel to the Dallas Area Rapid Transit (DART) Red Line. The shared use path would provide a safe, off-street pedestrian and bicycle option that connects residents to the Westmoreland, Hampton, and Tyler/Vernon DART stations, as well as three Dallas Independent School District elementary and middle schools. It would also improve connectivity to surrounding retail areas and medical offices on Hampton Road. Wright Street currently does not have pedestrian or bicycle facilities except for limited sidewalks around the Hampton DART station.

 

This project may provide important last-mile connections, improve safety for multi-modal travelers, and promote transit-oriented development. The shared use path would connect to the regional VeloWeb and the Texas Bicycle Tourism trail system, providing an important link for regional mobility.

 

This action will authorize a detailed application to TxDOT for the TASA Program for the project. TxDOT intends to complete evaluations of the detailed applications in August 2025, and the Texas Transportation Commission anticipates awarding funding in October 2025 for projects selected through the TASA Program. If awarded, the City of Dallas would be responsible for a 20 percent local cash match and any project cost overruns.

FISCAL INFORMATION

 

This action has no cost consideration to the City. If the City is awarded funding for the project, there will be a future agenda item for acceptance of the grant funds, execution of an Advance Funding Agreement with TxDOT, and authorization of the local cash match.
