Authorize (1) the second amendment to Contract No. HHS000455600001, with the Texas Health and Human Services Commission, Department of State Health Services for the Lactation Support Center Services Program (LSCS) through the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention (Federal Award ID No. 6 NU58DP006501-01-01/CFDA No. 93.439) and the U.S. Department of Health and Human Services, Health Resources and Services Administration (Federal Award ID No. 6 B04MC32713-01-01/CFDA No. 93.994) increase by $535,000.00, from $1,140,000.00 to $1,675,000.00; (a) to amend the term of the contract period from September 1, 2020 through August 31, 2021 to September 1, 2019 through August 31, 2022; (b) to accept additional grant funds for FY 2022 budget for Amendment No. 2, in the amount of $535,000.00 for the continuation of the LSCS Program; and (2) execution of the second amendment to the contract and all terms, conditions, and documents required by contract - Not to exceed $535,000.00, from $1,140,000.00 to $1,675,000.00 - Financing: Department of State Health Services Grant Funds

BACKGROUND
Since 2010, the Health and Human Services Commission (HHSC) funded the Dallas Lactation Care Center through a grant contract with the City of Dallas Women, Infants and Children (WIC) Program. The Dallas Lactation Care Center is a specialty walk-in clinic located in the heart of the Dallas Medical District. The staff includes a Registered Nurse, Internationally Board Certified Lactation Consultants (IBCLC) and Breastfeeding Peer Counselors who provide comprehensive breastfeeding support and assistance to mothers currently enrolled in the WIC Program. The Dallas Lactation Care Center also serves as a training center for students and resident physicians who want to expand their knowledge in the field of lactation. In 2014, the Dallas Lactation Care Center received the IBCLC Care Award which is recognition by the International Board of Lactation Consultant Examiners and International Lactation Consultant Association for excellence in lactation care.
The City of Dallas will work with the HHSC, Community Health Improvement Division, Maternal and Child Health Unit to develop and implement the Lactation Support Center Services - Strategic Expansion Program. This program, through the Dallas Lactation Care Center shall provide population-based public health services and implement strategies that will increase accessibility, quality and coordination of breastfeeding support services in the contractor’s service delivery area. The services provided under this contract complement and expand upon the services by the City of Dallas under the HHSC WIC Dallas Lactation Center contract, by which the HHSC WIC Program funds the City of Dallas to act as: (1) a lactation resource center for the Special Supplemental Nutrition Program for mothers with breastfeeding problems; (2) a training center for WIC local agency staff and other health providers to receive clinical experience working with breastfeeding mothers; and (3) a statewide Breastfeeding Resource Center for health providers to utilize for information and assistance when working with pregnant and breastfeeding women.
The total amount of this contract will not exceed $1,675,000.00, of $490,000.00 is funding from Department of State Health Services, while $45,000.00 is federal pass-through funding for Fiscal Year (FY) 2022. With all renewals exercised, the total contract amount in two years is projected to be $1,675,000.00.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 25, 2013, City Council authorized a contract for the Special Supplemental Nutrition Program for the WIC Program for FY 2013 - FY 2014, by Resolution No. 13-1682.
On October 8, 2014, City Council authorized a contract for the Special Supplemental Nutrition Program for the WIC Program for FY 2014 - FY 2015, by Resolution No. 14-1674.
On October 14, 2015, City Council authorized a contract for the Special Supplemental Nutrition Program for the WIC Program for FY 2015 - FY 2016, by Resolution No. 15-1871.
On October 11, 2016, City Council authorized a contract for the Special Supplemental Nutrition Program for the WIC Program for FY 2016- FY 2017, by Resolution No. 16-1657.
On September 12, 2018, City Council authorized to amend the Contract, No. 2017-049838-001, with the DSHS for the Special Supplemental Nutrition Program for WIC, to (a) extend the term of the contract from October 1, 2018 through September 30, 2019 to allow for the successful completion of the WIC Program for FY 2019 grant allocations by Resolution No. 18-1261.
On August 14, 2019, City Council authorized the fourth amendment to Contract No. 2017-049838-001 with the Texas Health HHSC for the Special Supplemental Nutrition Program for WIC, to extend the term of the contract from October 1, 2019 through September 30, 2020, to allow for successful completion of the WIC Program for FY 2020 grant allocations by Resolution No. 19-1113.
On May 13, 2020, City Council authorized a contract with the HHSC for the Lactation Support Center Services Program to accept additional grant funds from the U.S. Department of Health and Human Services passed through the Health and Human Services Commission for FY 2021 allocation by Resolution No. 20-0732.
