BACKGROUND

 

On December 11, 2024, the City Council approved an increase in the total city direct cost share under the Project Partnership Agreement with the United States (U.S.)  Army Corps of Engineers (USACE) to complete design and construction for the Modified Dallas Floodway Project Flood Risk Management Project, which includes Charlie 2 Pump Station. USACE awarded a design-build contract in March 2022 and finalized construction plans in December 2023. USACE authorized the contractor to proceed with construction in April 2024. 

 

The project will protect nearby properties from frequent flooding and reduce the risk of loss of life. The Charlie 2 Pump Station is designed to collect and pump up to 225,000 gallons per minute (gpm) of stormwater over the West Levee into the Trinity River Floodway. Pump station capacity includes three 75,000 gpm concrete volute pumps and one 6,000 gpm low flow sump pump. Construction is ongoing as of Winter 2025 and is anticipated to be completed in Winter 2026.

 

This action will authorize a Facilities Extension Agreement with Oncor Electric Delivery Company, LLC to provide permanent electrical service to the pump station and ensure the facility can operate as designed to deliver reliable flood protection to the surrounding area.

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 8, 2019, the City Council authorized the establishment of the Project Partnership Agreement with the U.S. Army Corps of Engineers to complete design and construction for the Modified Dallas Floodway Project Flood Risk Management Projects, as defined in the Water Resources Development Act of 2007 and the 2015 Record of Decision, including associated interior drainage improvements adjacent to the Dallas Floodway levees, and consistent with the Balanced Vision Plan for the Trinity River Corridor Project by, Resolution No. 19-0705.

 

On December 11, 2024, the City Council authorized an increase in the total city direct cost share for the Project Partnership Agreement (PPA) with the U.S. Army Corps of Engineers (Corps) to complete design and construction for the Modified Dallas Floodway Project Flood Risk Management Projects by, Resolution No. 24-1746.
