BACKGROUND

 

Established and funded through the Infrastructure Investment and Jobs Act the Safe Streets and Roads for All (SS4A) grant program provides funding to regional, local, and Tribal agencies to develop and implement Action Plans to reduce roadway fatalities and serious injuries. For Implementation grants, agencies must have an approved Action Plan, such as the City’s Vision Zero Action Plan, and only strategies identified in those plans are eligible for funding.

 

 

 

 

For the fiscal year (FY) 2023 round of SS4A funding, the City of Dallas partnered with Dallas Area Rapid Transit (DART) on an application to implement the Martin Luther King, Jr. Boulevard and Cedar Crest Boulevard Complete Street and Safety Upgrades Project. The project is designed to improve safety and mobility along a critical transportation corridor by implementing proven safety countermeasures, complete street elements, and traffic-calming measures. Planned improvements include upgraded pedestrian facilities and crossings, accessible curb ramps and refuge islands, separated bicycle lanes, enhanced traffic signals and lighting, speed management strategies, and improved access to DART bus stops and rail stations. The project will also incorporate smart technologies, including broadband infrastructure and cameras/sensors to monitor near-miss incidents and support data-driven safety improvements. These investments will create a safer, more accessible, and better-connected corridor for residents, transit users, cyclists, and pedestrians while supporting equitable access to transportation and community resources.

 

The full grant award is $21,800,000.00. However, the grant will be obligated in phases, with a Base Phase obligation of $1,656,000.00 for planning, preliminary design, and environmental approval for the project. Additional obligations will be made according to milestones outlined in the contract for final design, right-of-way, and utility relocation (Option Phase 1), and construction (Option Phase 2). As future phases are obligated by U.S. Department Of Transportation, additional agenda items will be brought to City Council for consideration.

 

SS4A grants require a minimum of 20 percent in local matching funds be provided. The City will provide up to $5,250,000.00 in matching funds across all phases ($398,807.00 for Base Phase activities). DART will provide up to $200,000.00 in matching funds across all phases to relocate and upgrade bus shelters ($15,193.00 for Base Phase activities). To facilitate the partnership, a Grant-specific Agreement has been drafted that outlines the roles and responsibilities of each partner, which includes the transfer of matching funds to the City.
