BACKGROUND

 

The Texas Department of Transportation (TxDOT) is replacing and widening the existing bridge from 2-lane to 4-lane at Lake June Road to include the construction of a new pedestrian trail bridge parallel to U.S. 175 within existing right-of-way from 2nd Avenue to Lake June Road (“Project”).

 

The Project will complete a segment of the “The Loop,” a 50-mile urban trail in the City of Dallas. Replacement of the Lake June Bridge and construction of the new pedestrian trail bridge may improve mobility and safety for travelers along the corridor by reducing the number of collisions and adding connections to local transit facilities.

 

The total estimated Project cost is $36,575,000.00 and is being funded from a combination of federal, state, and local funding sources. The total amount of local contribution is $5,000,000.00 and is being paid for by Dallas County. TxDOT and Dallas County requested the City of Dallas to facilitate the transfer of local contribution funds being provided solely by Dallas County to TxDOT to apply to the On-System Roadway portion of the Project. TxDOT is the lead implementing agency for the On-System Roadway portion of the Project.

 

This action will authorize an Advanced Funding Agreement with TxDOT to transfer the $5,000,000.00 in local contribution received from Dallas County to TxDOT for the Project. The City’s performance under this Advanced Funding Agreement is conditioned upon the receipt and deposit of local contribution funds from Dallas County. On this agenda, the City Council will also consider a Project Specific Agreement with Dallas County to receive the $5,000,000.00 in local government contribution from Dallas County for the Project. 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 24, 2023, the City Council authorized an Advanced Funding Agreement with TxDOT to accept a Surface Transportation Block Grant (Agreement No. CSJ 0918-47-390, CFDA No. 20.205) as Federal share in the total project cost of $2,406,614.00, which includes $1,840,000.00 as Federal participation for environmental assessment, engineering, construction, and direct state costs, $106,614.00 as State participation for indirect state costs, and $460,000.00 as local participation for environmental assessment, engineering, construction, and direct state costs paid to TxDOT prior to construction for cost related to the preparation of preliminary engineering (schematic and environmental), final design, plans, specifications and estimates, and the reconstruction of Lake June Road from U.S. 175 to Gillette Street including rehabilitation of a 6 to 4 lane roadway including full depth pavement repair to include bike lanes, sidewalks, lighting, and traffic signal at Gillette Street and Lake June Road by Resolution No. 23-0698.
