BACKGROUND

 

In October 2018, the federal government passed the America’s Water Infrastructure Act (AWIA) which requires water systems serving a population of more than 3,300 to conduct a Risk and Resilience Assessment of its water supply and distribution system, prepare an Emergency Response Plan (ERP) and submit a certification of the assessment to the Environmental Protection Agency (EPA). Both the assessment and response plan must be reviewed and updated on a five-year cycle. Dallas Water Utilities Department (DWU) first completed the required assessment, ERP, and certification to EPA in 2020. It is now time to review and provide an updated assessment and ERP per regulatory requirements. The updated assessment must be completed and certified to the EPA by March 31, 2025, and the ERP must be updated and certified to the EPA by September 30, 2025.

 

On December 11, 2019, the City Council authorized a professional services contract with HDR Engineering Inc., to provide engineering services for the City of Dallas Water Production Facilities Strategic Plan. The strategic plan has recently been completed and aligns water production needs with other completed strategic planning efforts and provides a holistic approach to the future operation, maintenance, and capital investment in DWU’s water production system. Given this recent work and familiarity with DWU’s water system, HDR was requested to complete the updated Risk and Resilience Assessment and ERP in compliance with AWIA. This action will authorize Supplemental Agreement No. 1 to the professional services contract with HDR Engineering, Inc. to update the Risk and Resilience Assessment and ERP for the DWU water system.  Approval of this supplemental agreement will allow the City of Dallas to comply with AWIA and avoid regulatory fines and penalties. The updated assessment will include an all-hazards evaluation for both malevolent acts and natural hazards.  Water system assets from source water to the distribution system will be covered, including electronic, computer, and automated systems.  In addition, processes and monitoring practices as well as improvement needs for risk and resilience management will be included.  The ERP will cover strategies and resources to improve resilience, and plans, procedures, strategies, and equipment to detect, respond, and lessen the impact of a malevolent act or natural hazard.

 

The scope of work for the supplemental agreement will also include additional engineering services identified by strategic planning to confirm production capacity and hydraulic/mixing performance limiting factors (PLFs) at each of DWU’s three water treatment plants. HDR will develop alternative solutions to address the PLFs with additional modeling and analysis and provide recommendations for major maintenance type improvements to address any deficiencies. The work covered by this supplemental agreement is scheduled to be completed within 10 months.
