BACKGROUND

 

Minute Order No. 110727, dated October 26, 2006, the Texas Transportation Commission (the “Commission”) approved a memorandum of understanding (MOU) with the Regional Transportation Council (RTC), which is the transportation policy council of the North Central Texas Council of Governments and a federally designated Metropolitan Planning Organization, concerning in part the administration, sharing, and use of surplus toll revenue in the region; under the MOU the RTC shall select projects to be financed using surplus revenue from a toll project, subject to Commission concurrence.

 

 

 

The Local Government has requested money from the SH 121 Subaccount for the construction of 22 new traffic signals in various locations in the city of Dallas to include: construction of a 0-lane to 4-lane roadway grade separated with sidewalks and bicycle lanes under the Union Pacific Railroad Line on Herbert Street from Broadway Avenue to Commerce Street in the city of Dallas; the RTC has selected the project to be funded from the SH 121 Subaccount; and the Commission concurred in the selection and authorized the expenditure of money from SH 121 Subaccount with Minute Order No. 116773 dated August 22, 2025.

 

This project will provide connectivity, redevelopment, and spur economic growth in the area of West Dallas that is bounded by Singleton Boulevard and West Commerce Street to the north and south and Sylvan Avenue and North Beckley Avenue to the west and east.

 

The City of Dallas desires to enter into an Advance Funding Agreement with TxDOT to accept RTR Funds from the SH 121 Subaccount for construction of the project. The City is the lead agency to administer the construction of the project.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 19, 2013, the City Council authorized an amendment to the City of Dallas Thoroughfare Plan to add Amonette Street, Herbert Street and Baatan Street between Singleton Boulevard and Commerce Street, by Resolution No. 13-1041.

 

On January 8, 2014, the City Council authorized a professional services contract with URS Corporation for the West Dallas Gateway Project, Phase I, by Resolution No. 14-0117.

 

On August 12, 2015, the City Council authorized approval of the recommended plan for the proposed alignment of Amonette Street from Singleton Boulevard to Akron Street, from its current alignment to the proposed alignment of Amonette Street, by Resolution No. 15-1386.

 

On August 12, 2015, the City Council authorized approval of the recommended plan for the proposed alignment of Herbert Street from Singleton Boulevard to Akron Street, from its current alignment to the proposed alignment of Herbert Street, by Resolution No. 15-1387.

 

On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Amonette Street from Akron Street to Commerce Street, new construction, by Resolution No. 17-0194.

 

On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Bataan Street from Singleton Boulevard to the Union Pacific Railroad (UPRR) right-of-way, from its current alignment to the proposed alignment of Bataan Street, and Bataan Street from the UPRR right-of way to Commerce Street, new construction, by Resolution No. 17-0195.

 

On January 25, 2017, the City Council authorized approval of the recommended plan for the proposed alignment of Herbert Street from Akron Street to Commerce Street, new construction, by Resolution No. 17-0196.
