Brown & Root Industrial Services, LLC; RS Commercial Construction, LLC, Phoenix I Restoration and Construction, LLC, and Big Sky Construction Company, Inc. - Not to exceed $6,250,000.00, from $25,000,000.00 to $31,250,000.00 - Financing: Capital Construction Fund

BACKGROUND
On March 8, 2023, the City Council authorized construction services contracts with six vendors to provide job order contracting (JOC) services to City facilities. JOC is an alternative contracting method that provides an option to address construction, repair, rehabilitation, and alterations at City owned buildings, established by Texas Local Government Code, Section 271.120. JOC provides a method for completing work that is typically faster than other types of construction delivery methods.
On March 3, 2025, the first of three one-year renewal options was authorized, extending the contract expiration date to March 8, 2026, at no additional cost.
JOC services will be performed at community centers, cultural facilities, fire stations, libraries, police stations, service centers, historical facilities, and City Hall. Work may include, but is not limited to, accessibility improvements, building envelope repairs, HVAC systems, electrical systems, plumbing systems, interior finishes, and roofing systems.
This action authorizes Supplement Agreement No. 1, to the construction services contracts with five firms for the second of three one-year renewal options and to increase the total contract amount by 25%. This supplement agreement is necessary to support ongoing and anticipated job order contracting services for repairs, alterations, renovations, remediation, and construction at City of Dallas facilities.
The additional funding associated with Supplemental Agreement No. 1 will ensure sufficient capacity to address project demands throughout the renewal period.

On March 8, 2023, the City Council authorized two-year construction services contracts with METCO Engineering dba METCO, Brown & Root Industrial Services, LLC, RS Commercial Construction, LLC, 3i Contracting LLC, Phoenix I Restoration and Construction, LLC, and Big Sky Construction Co., Inc., to provide job order contracting services at City facilities, in an amount not to exceed $25,000,000.00, by Resolution No. 23-0355.
