Title
Authorize the (1) application for and acceptance of a grant from the Texas Department of Transportation through a grant from the National Highway Traffic Safety Administration for the "Click It Or Ticket" Mobilization Grant (Grant No. 2024-Dallas-CIOT-00008, Assistance Listing No. 20.616) in the amount of $50,542.00 for a safety belt enforcement initiative for the period May 17, 2024 through June 5, 2024; (2) establishment of appropriations in the amount of $50,542.00 in the FY24 STEP - Click It Or Ticket Mobilization Fund; (3) receipt and deposit of grant funds in the amount of $50,542.00 in the FY24 STEP - Click It Or Ticket Mobilization Fund; (4) local cash match in the amount of $12,695.38; and (5) execution of the sub-grant agreement with Texas Department of Transportation and all terms, conditions, and documents required by the grant agreement - Total amount of $63,237.38 - Financing: General Fund ($12,695.38) and FY24 STEP - Click It Or Ticket Mobilization Fund ($50,542.00)

BACKGROUND
The Dallas Police Department receives the "Click It Or Ticket" Mobilization Grant which provides for the reimbursement of overtime salaries paid to officers enforcing seatbelt and child safety seat laws at locations throughout the City of Dallas.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 8, 2019, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 17, 2019 through June 5, 2019; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 19-0724.
On November 11, 2020, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period November 13, 2020 through December 2, 2020; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 20-1812.
On May 12, 2021, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 21, 2021 through June 9, 2021; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 21-0766.
On May 10, 2023, the City Council authorized an application for and acceptance of the “Click It Or Ticket” Mobilization Grant from the Texas Department of Transportation for a safety belt enforcement initiative for the period May 19, 2023 through June 7, 2023; a City contribution of pension and Federal Insurance Contributions Act costs; and execution of the grant agreement by Resolution No. 23-0634.
The Public Safety Committee will be briefed by memorandum regarding this matter on May 3, 2024.
