Authorize a construction services contract for the installation of water and wastewater mains and extension of water and wastewater mains to unserved areas at 21 locations (list attached to the Agenda Information Sheet) - Douglas Dailey Construction, LLC, lowest responsible bidder of four - Not to exceed $12,849,656.60 - Financing: Water Capital Improvement F Fund ($2,000,000.00), Water Construction Fund ($2,127,690.46), Wastewater Capital Improvement F Fund ($2,718,488.81) and ARPA Redevelopment Fund ($6,003,477.33)

BACKGROUND
This action will authorize a construction services contract with Douglas Dailey Construction, LLC for the installation and extension of approximately 21,934 feet of water and wastewater mains at 21 locations, including 13 unserved areas. The extensions and installations include approximately 373 feet of 6-inch, 8,086 feet of 8-inch, and 315 feet of 12-inch diameter water mains and approximately 13,160 feet of wastewater mains. To improve equity and provide service to all residents, Dallas established the Unserved Areas program in Fiscal Year 2020-21. The goal of the unserved area program is to extend service to parts of Dallas that currently do not have accessible water and/or wastewater mains. Priority is given to areas and neighborhoods that are already occupied and where extending services benefits existing residents.
In addition to the unserved area extensions, the construction contract includes the installation and replacement of existing water mains that have reached the end of their useful life, provisions for water and wastewater emergency main replacements to support DWU operations, and the establishment of prices for fire hydrant installations at various locations in support of areas identified to lack adequate coverage. The existing water and wastewater mains targeted for replacement were built between 1950 and 1974 and are identified to be aging and in need of repair and replacement due to poor condition, service interruptions and increased maintenance efforts. The installation of the proposed segments will improve the capacity of the water system, reduce maintenance costs, and minimize service interruptions.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the United States (U.S.) Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
On February 28, 2024, the City Council authorized the mid-year appropriation ordinance for the FY 2024 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds which were reallocated to Multi-year Fund named ARPA Redevelopment Fund by Resolution No. 24-1350.
