Authorize a professional engineering services contract for the evaluation, design, and installation of backup power generators for five Recreation Centers and one portable backup generator for the Doran Pump Station with Arup Texas, Inc. dba Arup, the most highly qualified proposer of one - Not to exceed $701,869.00 - Financing: Community Development Block Grant- Disaster Recovery Fund

BACKGROUND
As the result of a severe winter storm in February 2021, the City identified a need for warming centers to provide Dallas residents with access to facilities in the event of power outages. The Office of Emergency Management (OEM) created a list of 28 City facilities as potential locations by using equity indicators and demographic data as outlined in an April 2021 memorandum from OEM to the Public Safety Committee. Eight locations were previously selected, and generators have been installed.
The City has now identified the next five locations to design and install emergency standby generators to ensure resiliency and provide flexibility and reliability of services for our residents. Additionally, Dallas Water Utilities Department (DWU) has identified the need for a portable back-up generator at the Doran Pump Station to ensure continuity of services to the residents of Dallas. The project encompasses four phases: evaluation, design, bidding, and construction. Subsequently, the consultant will develop comprehensive project specifications and documents, in compliance with City of Dallas policies and Texas State Law for municipal procurement opportunities. This includes load calculation analyses, generator specifications and design, enclosures, fueling infrastructure, electrical connections, automatic transfer switches, and all necessary work to ensure backup power provisions capable of meeting the electrical resiliency needs of each location.
In August 2024, the City of Dallas through the Building Services Department (now named Department of Facilities and Real Estate Management) released a Request for Proposals (RFP) through CIZ24-BSD-3099 for professional engineering services for the evaluation, design, and installation of backup power generators for five City Recreation Centers and one portable backup generator for the Doran Pump Station. Top Ranked Vendors were short-listed from the Statement of Qualification, Solicitation No. CIZ24-BSD-3075, for the first phase of the selection process and were invited to submit proposals.
A four-member selection committee, consisting of representatives from Department of Facilities and Real Estate Management, Dallas Water Utilities Department, and the Office of Procurement Services’ Business Enterprise Hub, reviewed and evaluated the proposals.
The selection committee reviewed the submittal and made their selection based on demonstrated competence and qualifications under the following criteria:

• Key Personnel 20 Points
• Understanding and Approach 20 Points
• Schedules and Budgets 20 Points
• M/WBE Historical Utilization 15 Points
Total 100 Points
Arup Texas, Inc. dba Arup was selected as the most highly qualified proposer for the design of emergency power backup generators at multiple City facilities, including one portable backup generator for the Doran Pump Station.

OEM was allocated a portion of the 2023 Community Development Block Grant- Disaster Recovery Fund for the City of Dallas mitigation projects. FRM has been identified to manage the mitigation projects along with the purchasing and installing of generators at five recreation centers.

PROCUREMENT INFORMATION
On August 28, 2024 the RFP was sent out to firms selected from the pre-qualified list established by RFQ CIZ24-BSD-3075. One proposal was received and opened on October 18, 2024, from Arup Texas, Inc. dba Arup.
