Authorize a Multiple Use Agreement with the Texas Department of Transportation for the use of right-of-way along West Ledbetter/Loop 12 as part of the Dallas Executive Airport Streetscape Enhancements Project - Financing: No cost consideration to the City

BACKGROUND
The Land Use Study for Dallas Executive Airport approved by Dallas City Council on December 13, 2017, included recommendations for streetscape improvements around the airport property based on feedback from residents in the community. The improvements are intended to provide a more walkable neighborhood and improve pedestrian circulation to enhance pathways and bike connectivity to other City trails and recreation within the vicinity.
The scope of the original contract authorized on November 13, 2019 include the development of standards for the design and construction of sidewalks, bicycle trails, landscaping, pedestrian lighting, wayfinding signage and other related improvements for roadways immediately adjacent to the airport.
In order to proceed with certain procurements and the construction associated with this project, it is necessary to execute a Multiple Use Agreement (MUA) with the Texas Department of Transportation. This MUA will allow the use of certain right-of-way at the West Ledbetter/Loop 12.
Future operations and maintenance costs associated with the improvements related to the civil work being done will be the responsibility of the City of Dallas.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 13, 2017, the City Council authorized adoption of the Dallas Executive Airport Land Use Study conducted by the University of Texas at Arlington Institute of Urban Studies and approval of the Quality Recommendations by the Steering Committee by Resolution No. 17-1840.
On November 13, 2019, the City Council authorized a professional services contract with O’Brien Engineering Incorporated to provide design and construction administration services for the Dallas Executive Airport Streetscape Enhancements Project by Resolution No. 19-1750.
On February 22, 2023, the City Council authorized Supplemental Agreement No. 2 to extend the term of the professional services contract with O’Brien Engineering, Inc. for (1) additional design and construction administration services for the Dallas Executive Airport Streetscape Enhancements Project; and (2) an increase in the fixed limit of the total construction budget for the project by Resolution No. 23-0276.
