BACKGROUND

 

The City of Dallas owns and operates two wastewater treatment plants with a combined, permitted capacity of 280 million gallons per day. The Southside Wastewater Treatment Plant (SWTP) provides treatment for southern and eastern portions of the City and is permitted to treat an average annual flow of 110 million gallons per day. In addition to liquid wastewater treatment, SWTP manages all of the solids removed from the treatment process at both wastewater plants.

This action will authorize a professional services contract for the evaluation, design, and construction administration of high priority major maintenance improvements throughout the SWTP. As treatment facilities and the associated equipment ages, operational conditions change, and technology improves, treatment facilities and equipment need to be rehabilitated or upgraded to ensure reliable and quality wastewater service to our customers. The major components of this project will address screening and odor control improvements, rehabilitation of multiple pump stations, valve replacement and grit removal/cleaning at several locations. Existing facilities and equipment are nearing the end of their useful life and this project will provide replacement or rehabilitation to ensure continuous service and permit compliance. This project was identified in the 2010 Wastewater Facilities Strategic Plan.

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
